Billion-Dollar Eco-Tourism Project Set to Transform Mountain Famous for Its ‘Cloud Disc’ Phenomenon

Dong Nai Province and relevant agencies are expediting legal procedures to commence construction on a 1,450-hectare tourism complex at Chứa Chan Mountain and Núi Le Lake. As the second-highest peak in the Southeast region, surpassed only by Bà Đen Mountain in Tây Ninh, this area is renowned for its cloud-covered landscapes and cool, Da Lat-like climate.

On October 30, the Dong Nai Provincial People’s Committee announced that provincial leaders chaired a meeting with departments, agencies, and local authorities to discuss urban development, tourism, and resort projects for the Chứa Chan Mountain tourism project (Xuan Loc), the Tan Phu Protective Forest Management Board, and the Da Chong Scenic Area (Dinh Quan).

Currently, Dong Nai Province and related units are expediting legal procedures to implement the eco-tourism, resort, and entertainment project at Chứa Chan Mountain. The project investor is Sun Group.

Chứa Chan Mountain is likened to a precious gem of the Southeast region, standing as the second-highest peak after Ba Den Mountain in Tay Ninh Province. The mountain, once adorned with a “cloud disk,” captivates visitors with its mystical beauty.

Currently, Chứa Chan Mountain offers experiential tourism activities such as trekking, camping, and a cable car system. However, tourism activities in the area remain rudimentary, lacking connectivity, and failing to fully leverage the mountain’s inherent potential.

The Chứa Chan Mountain and Nui Le Lake complex, including a golf course, urban area, complex, and amusement park, has a total investment of up to 50,000 billion VND. According to the Dong Nai Provincial People’s Committee, the first phase of the eco-tourism, resort, and entertainment project at Chứa Chan Mountain covers 107 hectares, with a total investment of over 16,000 billion VND, expected to begin construction in Q4/2025.

Chứa Chan Mountain is considered the “second heavenly mountain” in the Southeast region. From its peak, one can admire the entire Southeast plains with its endless fields. With its pristine beauty, diverse forest ecosystem, and year-round cool climate akin to Da Lat, it is a unique destination.

In early October 2025, the Chairman of the Dong Nai Provincial People’s Committee signed a decision approving specific land prices as the starting point for auctioning land use rights for the eco-tourism, resort, and entertainment project at Chứa Chan Mountain in Xuan Loc Commune. According to the decision, the starting price for the land plot is over 2,678 billion VND for 925,222.4 m² of commercial land with a 50-year usage term, located along a road around Chứa Chan Mountain.

The land plot has a total area of 1,068,493.7 m², located at the foot of Chứa Chan Mountain with a rich forest ecosystem and hiking trails connecting to the existing tourist area. The land borders the protective forest to the north and east, DT.763 Road to the west, and the mountain road to the southeast. The remaining 143,271.3 m² is allocated for transportation and will not be auctioned.

Previously, on June 10, at the 28th Special Session, the Dong Nai Provincial People’s Council adopted a Resolution on the task of planning the 1/2,000-scale construction zoning for the functional area on the summit of Chứa Chan Mountain.

Chứa Chan Mountain stands at 837 meters above sea level. In 2012, it was recognized by the Ministry of Culture, Sports, and Tourism as a national scenic landmark.
