The Ho Chi Minh City People’s Committee has urged relevant departments and agencies to expedite the upgrade of Luong Dinh Cua Street (from Tran Nao Street to Nguyen Thi Dinh Street). This critical infrastructure project, spanning nearly a decade, has caused significant frustration among local residents.
The prolonged delay has sparked widespread discontent in the community, highlighting the urgent need for resolution.
All departments must review the Luong Dinh Cua Street project and submit reports to the Ho Chi Minh City People’s Committee by October 31.
The Department of Construction is required to provide feedback on the adjusted project evaluation report from the Transportation Project Management Board by October 31.
The Transportation Project Management Board is tasked with finalizing legal documents, incorporating compensation costs for approximately 2.2 hectares, and adjusting the project timeline to comply with public investment laws and the city’s overall schedule.
Regarding land clearance and compensation, the Department of Agriculture and Environment must resolve outstanding issues related to the 22,012 m² area in the An Phu Urban Development Zone, which is currently hindering construction progress.
The Department of Agriculture and Environment must complete all procedures and submit reports by October 31, with no further delays permitted.
The Department of Finance, in collaboration with the Department of Agriculture and Environment and other relevant agencies, is responsible for reviewing the legal basis, clarifying land recovery authority, and adjusting the investor’s land area and recovery process.
Based on this review, the departments must propose and finalize a draft document for the Ho Chi Minh City People’s Committee to seek the Prime Minister’s approval for adjusting the boundaries of the An Phu Urban Development Zone.
The Luong Dinh Cua Street expansion project, spanning 2.3 km with a total investment of over 800 billion VND, began in 2015. The goal is to widen the road to 30 meters with four lanes.
The project is divided into two phases: Phase 1, from Nguyen Hoang Intersection to Tran Nao Roundabout, was completed and opened on January 26, 2024. Phase 2, from Nguyen Hoang Intersection to An Phu Intersection, remains stalled due to ongoing issues.
The expansion of the section from An Phu Intersection to Nguyen Hoang Street (right side) is on hold due to incomplete compensation and land clearance for the 22,012 m² area in the An Phu Urban Development Zone, affecting 65 households. These delays are increasing costs, prolonging completion, and impacting traffic flow in eastern Ho Chi Minh City.
