The Department of Agriculture and Environment of Quang Ngai Province, in collaboration with relevant agencies, has conducted on-site boundary marking and land handover for the Dung Quat Oil Refinery (DQOR) Upgrade and Expansion Project (adjusted) by Binh Son Refining and Petrochemical JSC (BSR).
The boundaries were identified in two areas: 4.92ha (location 1) and 36.03ha (location 4), which are part of the adjusted project scope within the total compensated area of 108.2ha in Van Tuong Commune, Quang Ngai Province.
BSR is exempt from land rental fees in two phases: the basic construction phase (until Q1/2028) and the subsequent 19 years (from 3/2/2028 to 3/1/2047). After the exemption period, the company will fulfill its financial obligations as per state regulations.

The Dung Quat Oil Refinery Upgrade and Expansion Project is a national strategic project with a total investment of over VND 36,000 billion. The project received government approval for investment policy adjustment in 2023. Post-adjustment, the project utilizes 51.67ha of land, including 10.56ha within the existing refinery area and 41.1ha outside the perimeter.
Currently, BSR and the Project Management Unit for the Dung Quat Oil Refinery Upgrade and Expansion are expediting land clearance and EPC packages, while accelerating other components as per the schedule.
According to the plan, in Q3 and Q4/2025, BSR will select contractors for major packages. These include land clearance (VND 437 billion), the EPC package (nearly VND 27,900 billion), and construction and installation insurance (over VND 141 billion). The EPC contract is expected to span 37 months.
The refinery is scheduled to commence operations in Q1/2028. Upon completion, the project will increase DQOR’s processing capacity from 148,000 barrels/day to 171,000 barrels/day, enhance crude oil intake and processing capabilities, produce Euro 5-standard fuels, and meet the government’s stringent environmental requirements.
Additionally, the project aims to improve crude oil selection flexibility, ensure long-term and efficient crude supply, enhance the investment efficiency of DQOR, and foster national economic and social development, particularly in the Central region.
The project also introduces six new proprietary technology workshops, modernizes production lines, and enhances operational efficiency and reliability.
Dung Quat Oil Refinery, Vietnam’s first of its kind, is located in Dung Quat Economic Zone (Binh Thuan and Binh Tri Communes, Binh Son District, Quang Ngai Province). Construction began on November 28, 2005, and was inaugurated on January 6, 2011.
The total investment was approximately USD 3,054 million, including USD 2,481 million for EPC contracts, USD 215.6 million for ancillary works, USD 90 million in financial costs, USD 200 million in working capital, and USD 67.4 million in contingencies.
After nearly 15 years of operation, the upgrade and expansion mark a pivotal step in BSR’s development strategy, reinforcing DQOR’s role in national energy security and establishing a National Petrochemical and Energy Center in Quang Ngai.

Binh Son Refining and Petrochemical Joint Stock Company (BSR) has received the 2025 credit rating results from the international credit rating agency Fitch Ratings.
