National Petroleum Refining and Energy Center – Elevating Vietnam’s Energy Presence in the Region
The Dung Quat Economic Zone in Quang Ngai Province is on the brink of a historic transformation as it gradually becomes the birthplace of Vietnam’s first National Petroleum Refining and Energy Center.
With a projected investment of $16.1 to $20.5 billion, by 2050, the National Petroleum Refining and Energy Center in Dung Quat will not only serve as the nation’s energy powerhouse but also position Vietnam as a prominent player in Southeast Asia, boasting one of the region’s largest petroleum refining hubs by mid-century.

Once fully operational, the Center is expected to create approximately 30,000 jobs, contribute around 30% to Quang Ngai’s GRDP growth, and catalyze the development of a supporting industrial ecosystem, including logistics, high technology, skilled labor, and modern urbanization.
In April 2025, Mr. Vo Van Ran, Director of Quang Ngai’s Department of Industry and Trade, emphasized that to establish and develop the National Petroleum Refining and Energy Center, the Dung Quat Oil Refinery (within the Dung Quat Economic Zone) is being upgraded and expanded. Its capacity will increase from 6.5 million to 7.6 million tons of crude oil per year, producing Euro V standard products. The upgrade project is slated for completion in Q1 2028, fostering the creation of a modern petrochemical complex with a capacity of 6–7 million tons per year.
According to information published on the website of Binh Son Refining and Petrochemical JSC (BSR) on July 30, 2025, the National Petroleum Refining and Energy Center project is divided into two phases. Phase 1 (2025–2030) is pivotal, with an investment of $14.1–$17.5 billion. Phase 2 (2031–2045) will see an additional investment of $2–$3 billion.

Amid the global energy transition, the Dung Quat Petroleum Refining Center focuses not only on traditional energy but also on clean energy solutions.
Operating under an integrated model, the Center embraces green and circular economies, ensuring national energy security while providing high-quality, internationally competitive energy, materials, and resources.
By 2030, 5–10% of the electricity generated here is expected to come from renewable sources, increasing to 20% by 2050. This aligns with Vietnam’s commitment to achieving net-zero emissions by 2050, as pledged at the 2021 United Nations Climate Change Conference (COP26).

Nearly 15 years ago, the Dung Quat Oil Refinery (within the Dung Quat Economic Zone) marked the birth of Vietnam’s domestic oil refining industry. With an investment of over $3 billion and a capacity of 6.5 million tons per year, the refinery currently meets 30% of the country’s petroleum demand.
Now, with the vision of establishing the National Petroleum Refining and Energy Center, the Dung Quat Economic Zone is entering a period of unprecedented growth.
