The Department of Construction has been tasked with leading the development of a detailed roadmap to progressively meet urban criteria and standards, as outlined in the National Assembly’s Standing Committee Resolution. This includes advising on adjustments to provincial planning, new urban development plans, and zonal planning to align with the two-tier government model. The target completion date for these initiatives is set for Q4 2025.

At the local level, communes, wards, and special zones are tasked with urban renewal efforts, focusing on enhancing existing residential infrastructure and improving drainage systems to prevent flooding.
The province mandates investment in recreational areas, community centers, and outdoor public spaces, integrating parking facilities. Additionally, surplus land and offices resulting from the two-tier governance transition will be repurposed into public spaces.
The plan also emphasizes equipping cultural and sports facilities, ensuring every village and neighborhood has at least one recreational area and outdoor community space. This initiative aims to foster social interaction, physical activity, and community cohesion across all age groups, with completion slated for 2026, marking one year of the two-tier local governance model.
Following the plan’s announcement, commune-level administrative units established Urban Quality Enhancement Steering Committees, chaired by the Secretary of the Party Committee and the Chairman of the People’s Council. These committees are responsible for implementing directives from the Provincial Party Standing Committee and the People’s Committee, driving Quảng Ninh’s ambition to achieve centrally governed city status by 2030.
