According to the Government News, on the afternoon of October 30, as part of the APEC 2025 High-Level Week in South Korea, President Luong Cuong delivered a significant speech at the 2025 APEC Business Summit.
President Luong Cuong, alongside the U.S. President, Chinese President, Presidents of the Philippines and Chile, Prime Ministers of New Zealand, Thailand, and Canada, and the Crown Prince of Abu Dhabi, were distinguished guests at this year’s summit.
Under the theme “Connecting Businesses – Reaching Further,” the summit featured over 20 sessions discussing critical issues such as the global economy, digital transformation, tax policies, multilateral trade, AI, cultural industries, global finance, energy security, nuclear energy, liquefied gas, supply chains, and public-private partnerships.
Deploying Responsible AI, Promoting Open and Inclusive AI
As reported by the Ministry of Foreign Affairs, President Luong Cuong shared insights on industrial revolutions, the responsibilities of the Asia-Pacific region, the role of the APEC business community, Vietnam’s development path in the new era, and opportunities for collaboration with Vietnam.
The President emphasized that the world is entering the Fourth Industrial Revolution, marked by unprecedented AI breakthroughs at an unparalleled pace.
Previous industrial revolutions highlight the importance of ensuring that this revolution is guided by a spirit of cooperation from the outset, creating opportunities for all economies to participate, contribute, and thrive.
The President called on the APEC business community to collaborate with governments in deploying responsible AI and promoting open and inclusive AI.
Amid profound global shifts, the Asia-Pacific region has the capability and responsibility to play a pivotal role in ensuring global economic security and stability, fostering new growth drivers in science, technology, and digital transformation.
APEC economies must overcome differences, enhance commonalities, and ensure the Asia-Pacific remains a region of peace, stability, dialogue, cooperation, economic integration, knowledge sharing, technology transfer, and shared responsibility.
The region’s success is built on economic integration, free trade, transparent business environments, technological leadership, and cooperative spirit – core values essential for maintaining its role as a global economic leader.
Vietnam Offers Sustainable Success Opportunities
The President highlighted that after nearly 40 years of Renovation, Vietnam has achieved significant milestones. Its institutions and policies align with international standards, its economy is dynamic and deeply integrated, its political and social landscape is stable, and its international partnerships span the globe.

These achievements result from sound policies, the hard work and intellect of its people, and international support and cooperation.
To achieve double-digit growth and become a high-income developed nation by 2045, Vietnam recognizes the need for bold breakthroughs, maximizing resources, leveraging societal intelligence, and transforming its development model.
Alongside advancing three strategic breakthroughs (institutions, infrastructure, and human resources), Vietnam is implementing major reforms in legal frameworks, science and technology innovation, digital transformation, private sector development, infrastructure upgrades, and investments in education and healthcare.
Additionally, Vietnam continues to deepen international integration, prioritizing internal strengths while leveraging external resources, shifting from “participation” to “proactive contribution.”
The President also highlighted promising cooperation opportunities with Vietnam in areas such as AI, energy, biotechnology, and smart cities.
