On the afternoon of October 29th (local time), at the Prime Minister’s Office, the Prime Minister of the United Kingdom and Northern Ireland, Keir Starmer, hosted an official welcoming ceremony for General Secretary To Lam and the high-level Vietnamese delegation on their official visit to the United Kingdom and Northern Ireland.

Prime Minister Keir Starmer welcomed General Secretary To Lam at the main entrance. Subsequently, General Secretary To Lam and Prime Minister Keir Starmer led the high-level delegations of both countries into talks.

During the talks, Prime Minister Keir Starmer warmly welcomed General Secretary To Lam, his spouse, and the high-level Vietnamese delegation on their official visit to the UK. He emphasized that the visit marks a significant milestone in strengthening the traditional friendship between the two nations.

Prime Minister Keir Starmer congratulated Vietnam on its achievements under the leadership of the Communist Party of Vietnam and General Secretary To Lam. He highlighted Vietnam’s dynamic and highly open economy, which plays an increasingly important role in the Asia-Pacific region and is one of the UK’s key partners in Southeast Asia and the Asia-Pacific.

General Secretary To Lam praised the UK’s impressive socio-economic achievements, which have made it the world’s 6th largest economy and a leading global financial center. He expressed confidence that under Prime Minister Keir Starmer’s leadership, the UK will continue to thrive and contribute to global peace, cooperation, and sustainable development.

Both leaders reviewed the positive bilateral cooperation, particularly in resolving issues and finding mutually beneficial solutions. They noted shared perspectives on international and regional matters, with close coordination and mutual support in global and regional forums.

General Secretary To Lam emphasized Vietnam’s commitment to its traditional friendship and strategic partnership with the UK, based on mutual respect and shared benefits. He expressed readiness to enhance cooperation in key areas such as politics, defense, science, technology, finance, education, environment, and cultural exchanges. Vietnam, as an ASEAN member, is keen to facilitate UK-ASEAN cooperation and serve as a gateway to the Southeast Asian market.

Both leaders identified significant potential for cooperation, particularly in green and sustainable economic and energy transitions, digital technology, and high-quality workforce training. Prime Minister Keir Starmer expressed interest in deepening bilateral relations, especially within the frameworks of the UK-Vietnam Free Trade Agreement (UKVFTA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Prime Minister Keir Starmer affirmed the UK’s support for Vietnam’s net-zero emissions goal by 2050 and encouraged UK businesses to invest in Vietnam. Both leaders agreed to double bilateral trade and enhance cooperation in e-commerce, financial services, and defense, including peacekeeping and training.

They also discussed international and regional issues, emphasizing the importance of peace, stability, and freedom of navigation in the Asia-Pacific, particularly the South China Sea, in accordance with international law, including UNCLOS 1982.

The talks concluded with a Joint Declaration elevating Vietnam-UK relations to a Comprehensive Strategic Partnership. The declaration highlights achievements, principles, and future directions for cooperation, fostering friendship and mutual benefits for both nations and global peace and development.

On this occasion, Vietnam’s Ministry of Public Security and the UK’s Home Office signed a Memorandum of Understanding on combating international fraud and a plan to enhance migration cooperation.

Both leaders underscored the significance of the Comprehensive Strategic Partnership and agreements in economics, green finance, education, healthcare, clean energy, and local cooperation. They pledged to implement the new framework effectively.
