Accelerated Land Clearance for Vingroup’s Major Projects in Billionaire Pham Nhat Vuong’s Hometown

Hà Tĩnh is accelerating land clearance efforts, ensuring the prompt handover of hundreds of hectares of pristine land to Vingroup for their major projects within the Vũng Áng Economic Zone.

On the morning of October 30th, Nguyen Duy Lam, Secretary of the Ha Tinh Provincial Party Committee, chaired a meeting of the Standing Committee to review the progress and handling of proposals from Vingroup.

Vingroup is one of the largest investors in Ha Tinh province, with several key projects including: the Vines Vung Ang Battery Factory; the Lithium Battery Technology Production and Trade Project; the VinFast Electric Vehicle Manufacturing Plant; and the Vinhomes Vung Ang Industrial Park Infrastructure Development Project.

During the meeting, Vingroup reported on the progress of addressing their proposals regarding compensation and land clearance for the Vinhomes Vung Ang Industrial Park Infrastructure Project; land allocation and leasing procedures; investment registration certificates for projects within the industrial park; expansion of industrial land in the Vung Ang Economic Zone; adjustments to the master plan; and ensuring utility infrastructure at lots CN4 and CN5.

In his concluding remarks, Secretary Nguyen Duy Lam acknowledged the efforts of the units in supporting investors and called for continued mobilization of the political system to accelerate project progress.

The Secretary directed the efficient implementation of land clearance for the Vinhomes Vung Ang Industrial Park Infrastructure Project according to the set schedule; the study of advance compensation plans ensuring legal compliance; and the Department of Agriculture and Environment to coordinate with relevant agencies to guide licensing procedures and secure project materials. The Provincial Economic Zone Management Board was tasked with expediting investment procedures and reviewing industrial land funds, addressing delayed projects in the Vung Ang Economic Zone.

Regarding the Son Duong Logistics Center and Son Duong International Port, the Provincial Party Committee Office was instructed to review and report to the Provincial Party Committee and the Provincial Party Executive Committee. The Vung Ang Ward People’s Committee was urged to promptly process land transfer documents, ensuring the handover of approximately 124 hectares of cleared land by December 30, 2025.

Additionally, Ha Tinh Power Company and Ha Tinh Water Supply JSC were directed to collaborate with investors to ensure stable electricity and water supply, while reviewing connection plans to avoid waste.

The Secretary emphasized the need for agencies to strengthen land management and construction order, and for Vingroup to closely coordinate, provide complete documentation, and promptly report challenges to receive support, ensuring timely and effective project implementation.

Pham Nhat Vuong, born on August 5, 1968, was raised in Hanoi but hails from Loc Ha, Ha Tinh. His father, Pham Nhat Quang (alias: Pham Duong, from Phu Luu commune, Loc Ha district, former Ha Tinh province), was a military officer serving in the Air Force of the Vietnam People’s Army.
