China’s Top Experts Research $13 Billion ‘Super Project’; Deo Ca Chairman Makes Critical Proposal

From October 24–28, a delegation from Deo Ca Group Joint Stock Company, led by Chairman of the Board Ho Minh Hoang, conducted a working visit to China. The trip included workshops to exchange expertise and market research aimed at exploring integrated infrastructure and flood control solutions for Vietnamese urban areas.

The work program unfolds as Deo Ca Group intensifies international cooperation, aiming to mobilize global resources and expertise for the implementation of the Hong River Scenic Boulevard Axis Project.

Simultaneously, the Group is researching comprehensive solutions for urban flood control and drainage system planning, including reservoirs to regulate water flow, reduce flooding in Hanoi, and other major Vietnamese cities.

Participating Vietnamese entities include A2Z Construction Consulting JSC, the Vietnam Institute of Water Resources Science, and leading hydrological experts from Vietnam.

Chinese counterparts comprise Huashe Design Group, top research institutes, and universities specializing in hydrology and underground structures, such as Chongqing Architectural Design Institute, Yangzhou Hydraulic Planning Research Institute, Underground Tunnel and Structure Design Research Institute, Smart City Research Institute, Hohai University, and South China University of Technology.

Partners are urged to utilize the latest data for precise elevation calculations.

Regarding the Hong River Scenic Boulevard Axis Project, Mr. Lu Zhi Yuan, Secretary of the Party Committee and Director of Chongqing Architectural Design Institute, stated that the Institute has mobilized top experts and specialized teams to research and develop solutions. These aim to create a multi-layered transportation system integrated with water management, leveraging existing infrastructure and historical values to enhance the economic, cultural, and historical significance of the Hong River.

Addressing severe flooding in Vietnamese cities, particularly Hanoi, Mr. Ho Minh Hoang, Chairman of Deo Ca Group, emphasized the critical need for meticulous elevation calculations for each section.

“We must promptly calculate and unify the road elevation in the planning design. This is currently the top priority for the Hong River Scenic Boulevard Axis Project. The data from Chongqing Design Institute, dating back to 2013, cannot accurately inform our project’s flood warnings and requires revision,” said Mr. Ho Minh Hoang.

Deo Ca’s leadership requested that partner units base their research on the latest hydrological, geological, and flood elevation data to ensure precise calculations.

Mr. Ho Minh Hoang also urged A2Z Construction Consulting JSC, the project’s overall consultant, to collaborate professionally with Huashe Design Group, ensuring greater responsibility for their advisory services in Vietnam, starting with the Hong River Scenic Boulevard Axis Project.

Deo Ca’s leadership called for immediate updates to the latest water level data and unusual events recorded in localities, particularly in the Hong River – Hanoi area during September and October.

Prof. Dr. Le Van Nghi, Director of the National Key Laboratory for River and Sea Dynamics, noted that the Hong River system has unique hydrological characteristics compared to other global river systems. These include a millennia-old dyke system, a 500-year flood assurance cycle, and specific water level elevations.

Therefore, while referencing successful global models, consulting units must consider current conditions to optimize project planning and design.

Dr. Le Van Nghi added, “We’ve agreed on key quality criteria: first, limiting the impact on 500-year floods, and second, minimizing riverbed siltation and surface changes. We’ve conducted mathematical simulations and established detailed physical research models for the project in several Hanoi areas.”

Hydrologist Do Thi Le Thu suggested that units update hydrological and hydraulic data from technical centers and incorporate operational data from Hong River hydropower plants for detailed research and calculations.

“This project is vital for the Hong River system and Vietnam. Comprehensive, detailed data from upstream to downstream, including hydropower plant operations, is essential for calculating reasonable elevations,” said Ms. Thu.

The VND 300 trillion project aims to create a “Hong River Miracle”.

On October 24, Hanoi People’s Committee issued Decision No. 5309/QD-UBND, establishing a task force to oversee planning, architecture, and implementation of the Hong River Scenic Boulevard Axis Project.

The decision highlights the project’s goal to transform the riverside area, connect both banks, and develop a green, modern, and sustainable capital city.

Previously, Hanoi People’s Committee tasked relevant departments with completing procedures to commence the project in early 2026.

The proposed consortium of Deo Ca Group and Van Phu Invest will execute the project, with an estimated investment of VND 300 trillion.

The project includes an 80km elevated road (mainly viaducts) along both riverbanks, from Hong Ha Bridge to Me So Bridge. Each bank will feature a 6-lane carriageway, with 67km of viaducts and 10km of underpasses.
