Who Qualifies for Special Benefits in 2025?

The 2023 Identity Card Law stipulates that citizens must renew their ID cards at ages 14, 25, 40, and 60. However, Article 21, Section 1, introduces a unique provision: ID cards issued to citizens aged 58 and above will have permanent validity.

In 2025, individuals born in the following years will receive permanent ID cards when applying for new ones:

1967 (turning 58 in 2025)

1966 (turning 59 in 2025)

1965 (turning 60 in 2025)

Thus, instead of renewing at 60, these citizens only need to apply once in 2025 for a lifetime-valid card (unless lost, damaged, or information changes).

Additionally, the law encourages early applications before mandatory ages (25, 40, 60). If applied within 2 years before these milestones, the new card remains valid until the next renewal, saving time and travel costs.

For processing, citizens should note: If data in the National Population Database is accurate, bring only the old ID/citizen ID card. Otherwise, prepare legal documents like birth certificates, household registration books, or other proof of changes.

Required Documents for ID Card Application

Circular 59/2021/TT-BCA (Article 10) outlines procedures for ID card issuance/renewal:

Application Process:

1. Citizens visit competent police authorities in their permanent/temporary residence areas to apply.

2. For online applications via National Public Service Portal or Ministry of Public Security Portal: Verify data in the National Population Database. If accurate, schedule an appointment. Inaccurate data requires in-person submission with supporting documents.

While no exact document list exists, Circular 59/2021/TT-BCA clarifies requirements:

– Accurate database info: Bring old ID/citizen ID card.

– Inaccurate/missing info: Submit proof (household register, birth certificate, etc.) at police offices.

Currently, online applications via VNeID with Level 2 e-identification waive fees for “administrative rearrangement” cases. Steps include: Access ID services → select renewal → choose “administrative rearrangement” → verify details → select location/receipt method → submit. Processing time: 7 working days post-submission.
