On the morning of October 31st, the People’s Committee of Hung Yen Province commenced the construction of a road project connecting Thai Binh Ward to Hung Ha Commune, linking Pho Hien Ward. This marks the first direct connection between the two largest urban areas of Hung Yen following their merger. The project, with a total investment of VND 4,927 billion, is designated as a key provincial initiative.
Spanning 24.8 km, the route begins at the intersection with National Highway 10 in Thai Binh Ward and ends at the Luoc River bridgehead in Ngu Thien Commune. It traverses seven wards and communes: Thai Binh, Nam Tien Hung, Tien Hung, Hong Minh, Hung Ha, Tien La, and Ngu Thien.
Designed to Grade III lowland road standards, the project includes parallel lanes, HL93 load-bearing structures, and a synchronized system of bridges, culverts, irrigation canals, greenery, lighting, traffic signals, and safety features. The average land clearance width is approximately 60 meters.
The joint venture contractors are Xuan Quang Construction JSC and Truong Son Construction Corporation, a Ministry of Defense affiliate.
Mr. Tran Ngoc Duy, Deputy General Director of Xuan Quang Construction JSC, stated that with over 25 years of construction expertise, Xuan Quang has successfully delivered numerous key transportation projects nationwide, from Hanoi and Da Nang to Lang Son and Bac Giang.
In Hung Yen, the company has completed critical infrastructure projects such as Tinh Xuyen Bridge, Quang Truong Bridge over the Tra Ly River, and La Tien Bridge across the Luoc River, eliminating the previous “island” status of Thai Binh Province.

Truong Son Construction Corporation, a Ministry of Defense affiliate, is a key player in major national infrastructure projects.
The company has completed flagship projects including the North-South Expressway, major airports, and key hydropower plants nationwide.
Recently, Truong Son completed the urgent Phong Chau Bridge project in Phu Tho Province, earning Prime Ministerial commendation and saving VND 300 billion, showcasing its commitment and technical prowess.
For this Hung Yen road project, the joint venture pledges to maximize resources—human, equipment, and financial—while employing advanced technical solutions to ensure safe, scientific, and compliant construction. They are committed to maintaining technical quality, labor safety, traffic safety, environmental hygiene, urban order, and local security throughout the project.
