Ho Chi Minh City Adds Nearly 10,000 Affordable Housing Units

In 2025, Ho Chi Minh City’s Department of Construction plans to complete 9,896 social housing units, significantly expanding affordable housing options for low-income residents.

The Ho Chi Minh City Department of Construction provided this information at a meeting of the Ho Chi Minh City People’s Committee on the socio-economic situation and results for the first 10 months of 2025, held on the morning of October 31st.

Currently, Ho Chi Minh City has completed 4 social housing projects with a total of 2,639 units. Three of these projects, comprising 1,686 units, are already in use: the Cat Lai Ward Worker Dormitory, the Tan Dong Hiep Social Housing, and Phase 1 of the Con Dao Social Housing in the Con Dao Special Zone.

The An Sinh Social Housing project is expected to launch 273 units for sale at a price of 15.8 million VND/m² (excluding tax)

The remaining project, the Vinh Loc B Resettlement Area, with 953 units, has been repurposed from resettlement housing to social housing for rent.

There are 13 projects currently under construction, totaling 15,202 units. It is anticipated that by the end of 2025, 8 of these projects, comprising 7,257 units, will be completed and ready for occupancy.

As of the end of October, 2 projects have been partially completed: the An Sinh HUD Binh Duong Social Housing and the K-Home Kim Oanh project.

According to the Department of Construction, the An Sinh Social Housing project by HUD is part of the first phase of the Chanh My Eco-Urban Area, located in Chanh Hiep Ward (formerly part of Thu Dau Mot City). The project spans 2.7 hectares and includes 6 buildings, each 12 stories high, with a total of 978 apartments. Of these, 810 units are designated as social housing, with 648 for sale and 162 for rent.

In the initial phase, HUD plans to launch 273 units in Towers A4, A5, and C, with areas ranging from 38.5 to 67.9 m², at a preliminary price of 15.8 million VND/m² of net floor area.

The expected rental price is 76,000 VND/m²/month, excluding tax and maintenance fees.

Interested individuals can submit their applications to purchase or rent from November 20th to 25th.

Several other projects have also completed their foundation work and are eligible for sale, rent, or rent-to-own. Thus, it is projected that in 2025, Ho Chi Minh City will complete 9,896 units, achieving 75.9% of the year’s plan.

Ho Chi Minh City is expected to complete nearly 10,000 social housing units in 2025.

Additionally, 17 projects have been approved for investment, with a total of 13,959 units.

For the entire 2021-2025 period, Ho Chi Minh City anticipates completing 14,999 units, achieving 82.7% of the 5-year plan.

The Ho Chi Minh City Department of Construction has been focusing on reviewing and supplementing the social housing land fund in the city’s planning up to 2040. This will serve as the basis for finalizing the adjusted Master Plan of Ho Chi Minh City up to 2040, with a vision to 2060, as directed by the Prime Minister.

This includes prioritizing the allocation of large land areas ranging from 100 to 200 hectares and continuing to review and supplement the social housing land fund for the 2030-2040 period in the Binh Duong and Ba Ria-Vung Tau regions during the development of the Master Plan for Ho Chi Minh City (post-merger).

The Department is also drafting a Resolution to establish a support mechanism for investors implementing social housing projects using the city’s budget, in accordance with the Housing Law. Simultaneously, efforts are being made to expedite the assignment of investors for social housing projects as per regulations.

The agency is also urgently finalizing the legal procedures for typical social housing design models, allowing investors to apply them and reduce administrative processing times. It is also streamlining the functions and tasks of the Ho Chi Minh City Housing Development Fund, as outlined in Resolution No. 201, to enable the Fund to participate in the city’s social housing development efforts.

In addition to accelerating social housing investment, during the 2021-2025 period, Ho Chi Minh City is also compensating and relocating 6,500 houses along and near canals for urban renewal purposes. So far, 4,454 houses have been compensated and relocated.

By the end of 2025, the city aims to compensate and relocate 5,860 houses.

In the first 10 months of 2025, Ho Chi Minh City has constructed 12.569 million m² of new housing. The average housing area per capita has now reached approximately 26.23 m²/person.

The selling prices of commercial housing in Ho Chi Minh City, particularly in the high-end apartment segment, continue to rise. The city is working diligently to resolve legal obstacles for projects and promote social housing development, thereby significantly increasing the housing supply and stabilizing the real estate market.

The Department of Construction has also issued a directive requiring real estate businesses and projects in the area to report to the Department before commencing sales activities, to prevent unauthorized capital raising.
