The Vietnamese government has issued Decree 179/2025/NĐ-CP, outlining financial support for specialists in digital transformation, cybersecurity, and network security. Eligible individuals will receive a monthly allowance of 5 million VND, paid alongside their regular salary. This allowance is exempt from social insurance and health insurance contributions.

The decree covers various professionals, including civil servants, public employees, military personnel, and those working in state secrecy organizations, who are engaged in managing information technology, cybersecurity, network security, and digital transformation.

This support will continue until a new salary policy is implemented.

The decree also specifies periods during which the allowance will not be paid, such as unpaid leave exceeding one month, social insurance benefit periods, and instances of detention, suspension, or inability to perform specialized duties for over a month.

The Ministry of Science and Technology has issued Circular 23/2025/TT-BKHCN to guide the identification of specialized digital transformation positions eligible for the allowance under Decree 179/2025/NĐ-CP.

According to Appendices I and II, which detail job descriptions and competency frameworks for specialized digital transformation roles, 16 positions are entitled to the additional 5 million VND monthly allowance: 9 for civil servants and 7 for public employees.
