According to the State Bank of Vietnam’s (SBV) report on non-cash payment and digital banking activities, the first nine months of 2025 saw a significant surge in non-cash transactions compared to the same period in 2024, with a 43.32% increase in volume and a 24.23% rise in value.
Breaking it down by channel, internet transactions led the growth with a 51.20% increase in volume and 37.17% in value. Mobile transactions followed closely with a 37.37% volume increase and 21.79% value growth. QR code payments experienced a remarkable 61.63% volume surge and a staggering 150.67% value increase. Interbank electronic payment systems saw a 4.56% volume rise and 46.87% value growth, while financial switching and electronic clearing systems recorded a 19.14% volume increase and 5.87% value growth.
Conversely, ATM transactions continued their decline, dropping 16.77% in volume and 5.74% in value, indicating a shift away from cash withdrawals towards non-cash payment methods.
As of September 2025, over 10.89 million Mobile-Money accounts were registered and active, with approximately 7.5 million (around 70%) belonging to users in rural, mountainous, remote, border, and island areas.
These Mobile-Money accounts facilitated over 290.43 million transactions, totaling approximately VND 8,511 billion in value.

By the end of September 2025, 53 payment intermediary service providers held SBV licenses, including 49 e-wallet providers.
Most basic banking services are now available digitally, with many banks achieving a 95% digital transaction rate.
Regarding Project 06 (Decision No. 06/QĐ-TTg dated January 6, 2022, by the Prime Minister), the SBV reported that as of October 10, 2025, over 132.4 million individual customer files (CIF) and 1.4 million organizational customer files have been verified through biometric data via chip-embedded citizen ID cards or the VNeID app.

The National Credit Information Center (CIC) collaborated with the Ministry of Public Security’s C06 Department to complete six rounds of offline customer data verification and cleaning, covering approximately 57 million customer records.
57 credit institutions and 39 payment intermediaries have implemented chip-embedded citizen ID card applications through mobile apps.
63 credit institutions have deployed chip-embedded citizen ID card applications through in-branch devices.
32 credit institutions and 15 payment intermediaries are implementing the VNeID app, with 19 already in full operation.
28 banks and 4 payment intermediaries have linked social security accounts with bank accounts for social welfare payments via the VNeID app.
9 credit institutions are researching the integration of C06 Department’s credit scoring services.
