T&T Group Plans $1 Billion Urban Development in Future Centrally-Administered City

T&T Group is spearheading the development of a visionary mixed-use urban complex, seamlessly blending commercial services with a world-class golf course in Vĩnh Lương, Bắc Nha Trang. Spanning approximately 830 hectares, this ambitious project is poised to redefine luxury living and leisure, with an estimated investment of 23 trillion VND.

Recently, the leadership of T&T Group held a meeting with the People’s Committee of Khanh Hoa Province to discuss proposed investment projects in the province. The projects presented by T&T Group span three key sectors: real estate, industrial infrastructure, and energy.

In the real estate sector, T&T Group proposed the development of the Vinh Luong Mixed-Use Urban Area and Golf Course in Bac Nha Trang Ward. The project covers a total area of approximately 830 hectares, with an estimated investment capital of 23 trillion VND. The project’s master plan includes a 70-hectare urban area, a 36–45-hole golf course spanning nearly 230 hectares, and a 150-hectare tourism and resort services area.

In the industrial infrastructure sector, the group, led by businessman Do Quang Hien (known as Bau Hien), proposed two industrial park projects: Ninh An Industrial Park with an area of 150 hectares (in Bac Ninh Hoa Commune and Dong Ninh Hoa Ward) and Ninh Diem 2 Industrial Park with an area of 215 hectares (in Bac Ninh Hoa Commune). Both parks are located within the Van Phong Economic Zone, a designated “national growth pole” strategically positioned at the heart of economic corridors, facilitating seamless connections to seaports and international airports.

Leveraging existing potential, T&T Group aims to develop these industrial parks in line with the Industry 4.0 model, integrating digital technology, automation, artificial intelligence, and smart logistics to optimize operational and management processes.

In the energy sector, T&T Group has already invested in and operated several wind and solar power projects in Khanh Hoa and Ninh Thuan, with a total capacity exceeding 300 MW. Notable projects include the Phuoc Ninh Solar Power Plant, Thien Tan 1.2–1.4, and Phuoc Huu – Duy Hai 1 Wind Power Plant. The group has also received approval from the Ninh Thuan Provincial People’s Committee to survey and prepare additional planning documents for other clean energy projects.

With the goal of positioning Khanh Hoa as a leader in renewable energy capacity in the South Central region, T&T Group has proposed to study and invest in Phase 2 of the Phuoc Ninh Solar Power Plant expansion. Additionally, the group has suggested several other energy projects, including the Tra Co Lake Solar Power Plant (40 MW), Ba Rau Lake Solar Power Plant (80 MW), V1 Coastal Wind Power Plant (250 MW), and offshore wind power projects Ninh Thuan 1 and 2 with a capacity of up to 2,000–3,000 MW, to be implemented in phases.

Furthermore, the group has requested to add an additional 500 MW of solar power and 500 MW of wind power to the investment plan for the 2026–2030 period, prioritizing projects with a capacity of 100 MW or more.

On behalf of the local government, Mr. Nghiem Xuan Thanh, Secretary of the Khanh Hoa Provincial Party Committee, highly appreciated T&T Group’s proposals, describing them as dedicated, professional, and aligned with the province’s socio-economic development plan. He pledged that the province would support investors to the fullest extent, in accordance with legal procedures, particularly regarding administrative formalities.

Chairman of the Provincial People’s Committee Nguyen Khac Toan instructed relevant departments and agencies to coordinate and guide the group during the research, survey, and documentation process, ensuring compliance with regulations and expediting progress. The Department of Industry and Trade was tasked with leading and collaborating with related agencies to support T&T Group in researching and implementing energy projects. Relevant communes and wards were urged to proactively provide information, maps, and incentive policies to promptly report to the Provincial People’s Committee and expand discussions with investors to explore additional cooperation opportunities.

Additionally, alongside real estate and renewable energy, Khanh Hoa Province’s leadership expressed a desire for T&T Group to invest in the seaport and logistics center sector in the Van Phong area, which is considered a significant advantage for the group.

Resolution No. 09 dated January 28, 2022, issued by the Politburo on the construction and development of Khanh Hoa Province by 2030, with a vision to 2045, sets a specific goal for Khanh Hoa to become a centrally governed city by 2030.

Recently, the province requested the Prime Minister to include the Van Phong 2 LNG Power Plant Project in the National Power Development Plan for the 2021–2030 period, with a vision to 2050 (Power Plan VIII). It also sought guidance on finalizing and approving the proposal to establish the Khanh Hoa Free Trade Zone and supplementing specific mechanisms and policies for the development of the Van Phong Economic Zone. These are crucial foundations and conditions for Khanh Hoa to achieve its goals by 2030 and its vision by 2045.
