Biên Hòa – Vũng Tàu Expressway: The Final Sprint

Despite relentless rain and challenging weather conditions, hundreds of engineers and workers remain steadfast, racing against time to ensure the technical completion of Component Project 1—the Biên Hòa - Vũng Tàu Expressway—by December 19th this year.

Component Project 1 – Bien Hoa – Vung Tau Expressway spans over 16 km, entirely within Dong Nai Province, starting from the National Highway 1 bypass (Phuoc Tan Ward) to Long Thanh Commune. The project is divided into two main packages (XL18 and XL21), executed by eight contractors.

As directed by the Prime Minister, the project must achieve technical completion by December 19 this year. Therefore, the entire construction force is exerting maximum effort, mobilizing all manpower and equipment to accelerate progress on-site.

Under Package XL18, since October 25, the joint venture contractor, including Trungnam E&C (a member of Trungnam Group), has been installing 42 continuous beams over 15 days and nights. As of today (November 1), 30 out of 42 beams have been completed.

According to Trungnam E&C representatives, despite numerous challenges during construction, such as harsh weather and material supply difficulties—especially with construction stone—progress has been impacted.

In reality, land clearance was only substantially completed by March 2025. Additionally, from May to now, rainfall has been frequent. August alone recorded 22 rainy days, and October saw 16 rainy days (as of October 21), significantly hindering foundation work, excavation, and asphalt paving. However, the joint venture is working around the clock during this final push to meet project deadlines.

Engineers, workers, machinery, and equipment are maximally mobilized with a “3 shifts, 4 teams” work ethic.

Mr. Vu Dinh Tan, Deputy Director of Trungnam E&C, stated that the project has reached approximately 51% completion. The contractor team maintains a “3 shifts, 4 teams” schedule, working through the night while strictly adhering to safety and quality standards across the entire route. “From May until now, prolonged rainfall in the project area and limited material supply have significantly affected progress, especially road foundation work. Nonetheless, we are fully committed to the final two-month sprint, striving to complete key milestones and achieve technical completion by December 19 as promised,” said Mr. Tan.

In terms of scale, the Bien Hoa – Vung Tau Expressway is designed to Type A highway standards, with a maximum speed of 100 km/h. Phase 1 includes 4 lanes, a road width of 24.75 meters, and will expand to 6 lanes in the final phase.

The entire Phase 1 expressway spans 53.7 km, with a total investment of VND 21,551 billion, divided into three component projects: Component Project 1 (16 km) managed by Dong Nai Provincial People’s Committee; Component Project 2 (18.2 km) by Project Management Unit 85, Ministry of Construction; and Component Project 3 (19.5 km) by Ba Ria – Vung Tau Provincial People’s Committee (now Ho Chi Minh City).

According to the plan, Component Project 1 – Bien Hoa – Vung Tau Expressway must achieve technical completion by December 19.

Upon completion, this expressway will alleviate pressure on National Highway 51, directly connecting Cai Mep – Thi Vai Port with Long Thanh Airport, forming a vital logistics axis in the Southeast region.
