Close-Up Look at the ‘Devastated’ Road After Supposed Repairs

On November 1st, the People’s Committee of Gia Lai Province issued a directive to departments, agencies, and the People’s Committee of Ia Pa Commune. The directive mandates a thorough review and clarification of responsibilities among investors, organizations, and individuals involved in the repair projects of Hung Vuong Street and Quang Trung Street in Ia Pa Commune.

The People’s Committee of Ia Pa Commune has been tasked with leading the effort, in collaboration with relevant units, to direct the Commune’s Project Management Board in promptly addressing the issues highlighted by the Department of Construction in Official Dispatch No. 3204/SXD-GT dated October 23, 2025. Additionally, they are to inspect, supervise, and ensure strict compliance with the rectification process as per regulations. The committee is also instructed to conduct a review and clarify the responsibilities of investors, consulting units, contractors, supervisors, and related organizations and individuals in the project’s implementation.

Hung Vuong Street is riddled with extensive damage and deformation.

Specifically, the Provincial People’s Committee requires all involved units to submit a report on the rectification results, including accountability measures for related organizations and individuals, to the Department of Construction by November 15th. This report will be consolidated and submitted to the Provincial People’s Committee for further review and direction. The Department of Construction is also tasked with leading the inspection, supervision, and guidance efforts to resolve the project’s issues, ensuring thorough rectification and compliance with technical, quality, volume, and aesthetic standards. A subsequent report and proposal are to be submitted to the Provincial People’s Committee by November 17th.

Investigations by Tien Phong journalists reveal that shortly after completion, both Hung Vuong Street and Quang Trung Street began to show signs of peeling, damage, and deterioration, sparking local public outrage.

Records indicate that Quang Trung Street, spanning over 530 meters, is an urban road in the former Ia Pa District (now Ia Pa Commune). It was initially constructed in 2003 with a road width of 17 meters. In 2020, the road suffered damage and was repaired using the district’s budget. However, it deteriorated again within a few years.

Hung Vuong Street, a major thoroughfare through the center of the former Ia Pa District, was also developed in 2003 with an initial road width of 5.5 meters. Between 2017 and 2020, the district expanded a 2.17-kilometer section, widening the road to 14 meters.

In early April 2025, the People’s Committee of the former Ia Pa District approved the investment policy for repairing both roads, with a total budget of 2.2 billion VND (1.1 billion VND per road). Construction began in May and was scheduled for completion in August 2025.

Both projects were managed by the Project Management Board of the former Ia Pa District (now the Project Management Board of Ia Pa Area). Quang Minh Tuan Co., Ltd. served as the contractor, and Quang Minh Phat Joint Stock Company provided supervision and consulting services.

Even a cursory glance reveals the subpar quality of Quang Trung Street.

However, shortly after completion, both roads exhibited damage, peeling, and subsidence, disrupting local travel and raising public doubts about the project’s quality.

Upon inspection, the Department of Construction found that the entire repaired area of potholes and subsidence, covering over 2,900 square meters on Quang Trung Street, had deteriorated. Only the protective asphalt layers remained relatively stable. Similarly, on Hung Vuong Street, the repaired potholes, subsidence, and asphalt layers across more than 7,000 square meters had also failed.
