VinSpeed Railway Investment and Development Joint Stock Company has recently submitted an environmental impact assessment report for the Hanoi – Quang Ninh High-Speed Railway project.

The project spans approximately 120.4 km, starting at the National Exhibition Center (Co Loa) in Dong Anh District, Hanoi, and ending at the Forest Park in Tuan Chau Ward, Quang Ninh Province.

The project’s scope covers 22 wards and communes across four provinces and cities: Hanoi, Bac Ninh, Hai Phong, and Quang Ninh.

Classified as a Group A project, it boasts a total investment of VND 138.93 trillion. The investment model follows a public-private partnership (PPP) approach.

The project involves constructing a new double-track railway with a standard gauge of 1,435 mm and electrification. The main line is designed for speeds up to 350 km/h, while the section through Hanoi is limited to 120 km/h. The route includes four stations (Co Loa, Gia Binh, Yen Tu, Ha Long) and one depot at Ha Long Station in Tuan Chau Ward, Quang Ninh Province.

Co Loa Station

Co Loa Station, the starting point, covers approximately 1.26 hectares and is located north of the intersection between Truong Sa Street and the Dong Anh Bridge access road in Hanoi. The station features four tracks (two main lines and two sidings) and two platforms for passenger boarding and alighting. Accessible via Truong Sa Street and Tu Lien Bridge Road, it is expected to connect with Metro Line 4. The station is adjacent to Co Loa Urban Area, the National Exhibition Center, and the Co Loa Citadel.

VinSpeed outlines five principles for station placement:

– Meet the line’s throughput capacity requirements.

– Support transportation organization (route connections, passenger transfers, etc.).

– Ensure suitable construction conditions (land, gradients, etc.).

– Align with industry and local planning.

– Favorable topography, geology, and hydrology, with minimal land clearance to reduce costs.

VinSpeed plans to commence the Hanoi – Quang Ninh high-speed railway project by the end of this year, with commercial operations expected to begin in Q1 2028.
