Government to Introduce New Personal Income Tax Policies to Parliament

The government is set to present several pivotal legislative proposals to the National Assembly this week, including the revised Tax Administration Law and the amended Personal Income Tax Law, alongside other critical agenda items.

Continuing the session agenda, this morning (November 3rd), the Minister of Finance, authorized by the Prime Minister, will present to the National Assembly reports on five bills: the amended Law on Investment; the Law amending and supplementing certain articles of the Law on Public Debt Management; the Law amending and supplementing certain articles of the Law on Insurance Business; the Law amending and supplementing certain articles of the Law on Statistics; and the Law amending and supplementing certain articles of the Law on Prices.

The Minister of Industry and Trade, also authorized by the Prime Minister, will present the report on the draft Law on E-Commerce.

Following the presentation of the review reports by the Chairs of the Economic and Financial Committees, the National Assembly will dedicate the entire day to group discussions on these six bills.

The National Assembly will discuss personal income tax during this week’s session.

On November 4th, the Minister of Construction, authorized by the Prime Minister, will present the report on the amended Law on Construction.

The government will also present bills amending and supplementing certain articles of the Law on Geology and Minerals, as well as laws in the fields of agriculture and the environment on the same day.

Notably, the amended Laws on Tax Administration and Personal Income Tax will be submitted to the National Assembly. These issues have been of significant interest to voters and delegates in recent times.

Relatedly, the Standing Committee of the National Assembly recently adopted a Resolution adjusting the family circumstance deduction for personal income tax. Accordingly, the deduction for taxpayers is set at 15.5 million VND per month (186 million VND per year), with a deduction of 6.2 million VND per month for each dependent, effective from the 2026 tax period.

During this week’s session, the Laws on Thrift and Waste Prevention and the amended Law on Anti-Corruption will also be presented to the National Assembly.

Another key agenda item is the afternoon of November 4th, when delegates will engage in group discussions on the draft Documents for the 14th National Party Congress.

On November 5th, the National Assembly will hold group discussions on the amended Laws on Tax Administration, Personal Income Tax, and Thrift and Waste Prevention.
