Parliament Enters Third Week of Session: Focus on Economic Legislation

The third working week of the 10th Session of the 15th National Assembly (November 3–7, 2025) is set to engage in group discussions on several impactful legislative proposals. Key among these are the amended Investment Law, the revised Planning Law, and the E-Commerce Law, all of which are expected to significantly influence socio-economic development.

Overview of the 10th Session of the 15th National Assembly

On November 3rd, the National Assembly convened a plenary session in the main hall to hear Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present proposals for five draft laws: the amended Investment Law, the Law Amending and Supplementing Certain Articles of the Public Debt Management Law, the amended Insurance Business Law, the amended Statistics Law, and the amended Price Law.

On the same day, Minister of Industry and Trade Nguyen Hong Dien presented the draft E-Commerce Law, a document expected to establish a clear legal framework for online business activities, e-commerce platforms, and foreign enterprises engaged in cross-border operations in Vietnam.

Phan Van Mai, Chairman of the National Assembly’s Economic and Financial Committee, subsequently delivered the verification report on these six draft laws, after which the National Assembly proceeded with group discussions.

Of particular interest is the amended Public Debt Management Law, which proposes enhanced decentralization in approving, signing, and managing ODA loans and foreign concessional loans. This aims to streamline procedures and ensure flexibility and efficiency in mobilizing and utilizing loan capital.

Continued Discussion on Planning, Construction, and Cybersecurity Laws

Throughout the working week, the National Assembly will hear and discuss in groups various draft laws in the fields of construction, natural resources, environment, agriculture, and justice. Notable among these are the amended Construction Law, the amended Law on Geology and Minerals, the amended Tax Administration Law, the amended Personal Income Tax Law, the Law on Thrift and Waste Prevention, and draft laws related to anti-corruption, enforcement, and forensic expertise.

Notably, on the morning of November 7th, the National Assembly will discuss in groups three major topics: the amended Planning Law, the Law Amending and Supplementing Certain Articles of the Urban and Rural Planning Law, and the adjustment of the National Master Plan for the 2021-2030 period. In the afternoon, the Assembly is expected to discuss in the main hall the Cybersecurity Law and the amended State Secrets Protection Law.

The draft amended Planning Law focuses on refining the national planning system, clarifying the relationship between different types of plans, and introducing mechanisms to resolve conflicts between regional, provincial, and sectoral plans. The draft also enhances decentralization in planning approval and shortens implementation processes, thereby addressing bottlenecks and accelerating investment project progress.

Meanwhile, the amended Urban and Rural Planning Law aims to perfect the legal framework for the two-tier planning system, ensuring coherence between national and sectoral plans, and promoting decentralization alongside accountability and power control.

Previously, during the second working week, the National Assembly dedicated two days (October 29-30) to discussing in the main hall the results of the 2025 socio-economic development plan and the draft plan for 2026. Delegates also provided input on the implementation of the 2025 state budget, the 2026 central budget estimate and allocation, and medium-term plans for the 2026-2030 period.
