As of November 1st, Government Decree 280/2025 has officially taken effect, amending and supplementing certain provisions of Decree 23/2015 regarding the issuance of copies from original records, authentication of copies, signature authentication, and transaction contracts. Previously, these contents were partially updated in Decree 07/2025.
No Need to Present Documents Integrated on VNeID
According to the new decree, when citizens carry out administrative procedures, if the required documents for comparison are already integrated into the VNeID electronic identification application, they will no longer need to present the original or certified copies as before. Citizens only need to provide the information displayed on VNeID, and the competent authorities will process the documents based on this information.

Specifically, the decree adds clauses 8 and 9 to Article 9 of Decree 23/2015, allowing individuals to use electronic information in place of paper documents that have been integrated into the system.
In cases where citizens request it or when authentication officers can access data from the National Population Database or other legal electronic data sources, the receiving officer must proactively search for the information. Authentication agencies are not allowed to require citizens to submit original documents or copies for information that can be verified through the system.

With this new regulation, administrative procedures will become much more streamlined. Citizens no longer need to carry multiple original documents or copies; they only need a smartphone with the VNeID app installed and synchronized information. This is expected to significantly reduce processing time, minimize cumbersome procedures, and promote digital transformation in the administrative sector.
