Hanoi Accelerates Progress on 7,000 Billion VND Urban Development Project Delayed for 15 Years

Hanoi Vice Chairman Duong Duc Tuan has signed a decision approving the progress tracking table for investor selection activities for the Vibex Urban Area Investment and Construction Project.

According to the decision, the Vibex Urban Area Investment and Construction Project is being tendered by the People’s Committee of Dong Ngac Ward through an international open bidding process, single-stage, single-envelope. The process is set to commence in Q4/2025.

The People’s Committee of Dong Ngac Ward is tasked with preparing the bidding documents, submitting them for appraisal and approval in accordance with the approved progress tracking table and the provisions of Articles 13 and 14 of Decree No. 115/2024/NĐ-CP issued by the Government, detailing certain articles and measures for the implementation of the Bidding Law regarding investor selection for land-using investment projects.

The Hanoi Department of Finance is responsible for publishing the approved progress tracking table for investor selection activities on the National Bidding Network. They will also coordinate with the Department of Planning and Architecture, Department of Construction, Department of Agriculture and Environment, Department of Home Affairs, and other relevant units to appraise the bidding documents and the investor selection results in accordance with current legal regulations.

The Vibex Urban Area, currently managed by Hanoi Construction Concrete Joint Stock Company, is located in Thuy Phuong and Dong Ngac communes of the former Tu Liem district.

The detailed planning task for the new Vibex Urban Area at a scale of 1/500 was approved by the Hanoi People’s Committee in Decision No. 2041 dated May 7, 2010. Subsequently, the People’s Committee adjusted the detailed planning task for the Vibex Urban Area, scale 1/500, covering an area of 48.5 hectares.

The Hanoi People’s Committee stated that the land use function and architectural planning indicators of the Vibex Urban Area at a scale of 1/500 comply with the guidelines of the H2-1 urban subdivision plan at a scale of 1/2000, which has been approved.

Despite being approved 15 years ago, the land remains misappropriated and undeveloped.
