Maximize Your Savings: Up to 2 Million VND Support for Household Solar Roof Installations

The Ministry of Industry and Trade is finalizing a support mechanism for households installing rooftop solar power systems for self-consumption. The subsidy ranges from 500,000 VND to 1 million VND, with an additional 1 million VND available for systems paired with a minimum 2kWh storage battery. This policy is expected to remain in effect until the end of 2030.

The Ministry of Industry and Trade has recently submitted a draft decision to relevant agencies for feedback. This draft outlines the support policy for households installing rooftop solar power systems for self-production and consumption, along with energy storage systems.

Previously, on October 23, the Ministry of Justice conducted an appraisal of the draft. Based on this, the Ministry of Industry and Trade has refined and finalized a new version of the draft.

Under the current proposal, households installing rooftop solar power systems for self-use will receive 500,000 VND for systems with a capacity of 1–3kWp and 1 million VND for systems exceeding 3kWp.

For those adding a storage battery, an additional 1 million VND is available if the battery capacity is at least 2kWh, with a commitment to operate the system for a minimum of three years.

Compared to the third draft, the support levels have been adjusted downward. Earlier proposals suggested 1–1.5 million VND for systems without storage batteries and an additional 1–1.5 million VND for those with batteries.

Vietnam currently has approximately 28 million households. The goal is for about 50% of these households (roughly 14 million) to install rooftop solar power systems between 2026 and 2030.

The total direct support cost could reach 28 trillion VND, averaging 5.6 trillion VND annually—equivalent to approximately 165 billion VND per province.

The draft also proposes a loan policy through the Vietnam Bank for Social Policies, with an interest rate of 8.4% per year, an overdue interest rate of 130% of the loan amount, and a maximum loan term of three years.

The total loan amount per household is capped at 40 million VND, with up to 20 million VND for the solar power system (4 million VND/kWp, maximum 5kWp) and up to 20 million VND for the storage battery (2 million VND/kWh, maximum 10kWh).

Households in need will receive technical support. Within five working days of receiving a request, local power companies must provide connection guidance and ensure system safety.

The People’s Committee at the commune level will advise on design requirements, construction safety, and fire prevention measures suitable for residential homes.

To receive support, households must submit an application form and a power of attorney if there are multiple owners. Applications can be submitted directly, by mail, or through the public service portal to the commune-level People’s Committee. Each household is required to submit only one application.
