In the aviation sector, the draft Law proposes that the Ministry of Construction sets the maximum price for regular domestic economy class air passenger transport services.
For official charter flights and compartments (considering reserve aircraft) funded by the state budget, the draft Law suggests the Ministry of Finance sets the maximum price, while the Ministry of Construction determines the specific rates.

The Ministry of Construction will set price frameworks for aircraft parking rental services, passenger check-in counter rentals, baggage conveyor rentals, passenger boarding bridges, comprehensive ground technical services at airports, and automated departure baggage sorting services.
Additionally, they will regulate aviation fuel supply services, the use of underground fuel supply infrastructure at airports, and concession rights for airport services, including passenger terminals, cargo terminals, ground handling, aircraft maintenance, aviation fuel supply, and aircraft component maintenance in Vietnam.
For aircraft takeoff and landing services, air traffic control, and passenger services at airports, the Ministry of Construction will determine specific pricing.
In the vehicle inspection sector, Minister Nguyen Van Thang stated that the draft Law revises the name of vehicle inspection services under the Ministry of Construction’s pricing authority. It removes non-essential services with high privatization and allows private or foreign inspection organizations to operate in Vietnam.

Specifically, the draft Law mandates the Ministry of Construction to set maximum prices for initial inspections and certifications of motor vehicles and specialized machinery.
In the housing sector, the draft Law amends the list of housing-related items under state pricing, aligning with the Public Asset Law and Housing Law.
For government housing and social housing under public assets, as well as management services for state-owned condominiums, the draft Law follows housing regulations. It also covers other housing services under state pricing.
Furthermore, the draft Law adds infrastructure services in industrial zones, economic zones, digital technology zones, high-tech zones, and industrial clusters funded by the state budget. Provincial People’s Committees will set specific prices for these services.
This aims to resolve local issues in service fee collection, as these services are tied to specific infrastructure and lack competition, meeting state pricing criteria.
Eliminating the Requirement to Consult the Ministry of Finance for Local Bond Issuance
Today, the National Assembly reviewed the amended Public Debt Management Law. Minister Nguyen Van Thang presented the draft, which revises 23 out of 63 articles, simplifying procedures and decentralizing authority.
The draft empowers the Prime Minister and Ministry of Finance in debt management, enhancing local government autonomy in budget decisions. It clarifies the roles of the President, Government, and Prime Minister in international loan agreements.
Notably, the draft simplifies procedures for local bond issuance, removing the need for Ministry of Finance approval. Provincial People’s Committees will submit proposals to Provincial People’s Councils within the National Assembly-approved borrowing limits.
The draft also streamlines ODA loan procedures, requiring ministries, provinces, and state-owned enterprises to submit proposals to the Ministry of Finance for approval, facilitating project investment.
Additionally, it sets deadlines for the Prime Minister to approve annual public debt plans, aligning with budget and investment planning processes.
