VinSpeed highlights that Hanoi and Quang Ninh are pivotal hubs in the Red River Delta and the Northeast region. However, road transport currently dominates the connection between these two cities, and existing road networks, despite significant investments, fail to meet the growing transportation demands. The current railway link to Ha Long suffers from outdated and deteriorating infrastructure, primarily serving freight transport with slow operational speeds, which does not cater to high-quality passenger needs.
In response, Vingroup proposes the development of a high-speed rail line connecting Hanoi and Quang Ninh, dedicated to passenger transport.
The project’s total investment is estimated at 138.930 trillion VND. The goal is to secure investment approval and project ratification by Q4/2025.
Additionally, the project outlines compensation and land clearance, relocation of underground technical infrastructure, resettlement, and rehousing from Q4/2025 to Q3/2026, with construction scheduled from Q4/2025 to Q4/2027. This includes a 24-month road construction phase and a 24-month bridge construction phase.
The project aims to commence trial operations in Q4/2027 and launch commercial operations in Q1/2028.
The Hanoi – Quang Ninh railway project spans approximately 120.4 km, with key points as follows:
Starting at the National Exhibition Center (Co Loa) in Dong Anh, Hanoi, and ending at Tuan Chau Forest Park in Quang Ninh, the route traverses 22 communes across four provinces/cities: Hanoi, Bac Ninh, Hai Phong, and Quang Ninh.
The Hanoi section spans 18.1 km, beginning at the National Exhibition Center (Co Loa Station). The route follows the median strip between the Tu Lien Bridge connector and National Highway 3, then turns right into the corridor between the 500Kv power line and the parallel road of VĐ3. After passing the Ninh Hiep intersection, it continues along the corridor between the parallel road and the expressway connecting Gia Binh Airport until exiting Hanoi.
The project includes four elevated stations: (1) Co Loa Station (Km0+000) in Dong Anh, Hanoi, covering 1.26 ha; (2) Gia Binh Station (Km37+700) in Luong Tai, Bac Ninh, covering 0.91 ha; (3) Yen Tu Station (Km91+850), covering 0.91 ha; and (4) Ha Long Station (Km119+500) in Tuan Chau, Quang Ninh, covering 1.26 ha.
