The Vietnam Fatherland Front Central Committee and mass organizations held a conference this morning to announce the Politburo’s decisions regarding personnel changes.
The Politburo has decided to relieve Ms. Bùi Thị Minh Hoài, a Politburo member and Secretary of the Hanoi Party Committee, from her positions in the Executive Committee, Standing Committee, and her role as Secretary of the Hanoi Party Committee.
Simultaneously, the Politburo has reassigned Ms. Bùi Thị Minh Hoài to join the 13th Secretariat, participate in the Executive and Standing Committees, and assume the position of Secretary of the Party Committee of the Vietnam Fatherland Front and mass organizations.

Previously, the Politburo reassigned Mr. Đỗ Văn Chiến, a Politburo member and Secretary of the Party Central Committee, to step down from the Executive and Standing Committees and his role as Secretary of the Party Committee of the Vietnam Fatherland Front and mass organizations.
Mr. Đỗ Văn Chiến will join the Executive and Standing Committees and serve as the Permanent Deputy Secretary of the National Assembly Party Committee for the 2025-2030 term.
Ms. Bùi Thị Minh Hoài, born in 1965 in Ninh Bình Province, holds a Master’s degree and a Bachelor’s degree in Law. She is a member of the 13th Politburo, a Secretary of the Party Central Committee, and a Central Committee member for the 10th (alternate), 11th, 12th, and 13th terms. She is also a National Assembly deputy for the 15th term.

Ms. Hoài spent many years working in the former Hà Nam Province.
From March 2009 to March 2011, she served as the Standing Vice President of the Central Committee of the Vietnam Farmers’ Association.
From March 2011 to January 2023, she held the positions of Deputy Head and then Standing Deputy Head of the Central Inspection Commission.
At the first conference of the 13th Party Central Committee (February 2021), Ms. Bùi Thị Minh Hoài was elected to the Secretariat. Two months later, she took on the role of Head of the Central Committee for Mass Mobilization.
In May 2024, at the 9th Central Committee Conference of the 13th Party Congress, Ms. Bùi Thị Minh Hoài was elected to the Politburo.
In July 2024, she was reassigned by the Politburo to serve as Secretary of the Hanoi Party Committee.
In October, she was re-elected as Secretary of the Hanoi Party Committee.

Nguyễn Duy Ngọc Appointed as Secretary of the Hanoi Party Committee
The Politburo has appointed Mr. Nguyen Duy Ngoc, a member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Inspection Commission, as the Secretary of the Hanoi Party Committee for the 2025-2030 term.

The Presidium of the Central Committee of the Vietnamese Fatherland Front proposes expediting the finalization of job positions and corresponding staffing levels to facilitate the implementation of the new wage policy. At the first conference, the Executive Committee of the Hanoi City Party Committee, 18th tenure, elected Ms. Bùi Thị Minh Hoài, a member of the Politburo, Secretary of the Hanoi Party Committee, 17th tenure, and Head of the city’s National Assembly delegation, to serve as the Secretary of the Hanoi Party Committee, 18th tenure, for the term 2025-2030.
