The Vietnamese government has submitted a proposal to the National Assembly seeking approval for the investment policy of the Gia Binh International Airport project, as stipulated by the Investment Law. The project will be implemented across the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao in Bac Ninh province, covering a total area of approximately 1,884 hectares.

According to the proposal, the project aims to construct a smart, eco-friendly airport that meets international standards, serving dual-use purposes while ensuring national security and defense. It will also support the organization of significant diplomatic events, including the 2027 APEC Summit scheduled to take place in Vietnam.

Gia Binh Airport is envisioned to achieve a 5-star international service standard, ranking among the world’s top 10 airports according to Skytrax criteria. It will also excel in passenger experience (ASQ) as evaluated by the Airport Council International (ACI). The airport is poised to become the northern region’s aviation gateway, serving as a hub for passenger and cargo transit, as well as aircraft maintenance, repair, and overhaul (MRO) services in the Asia-Pacific region.

The airport is planned to meet the 4F standards set by the International Civil Aviation Organization (ICAO), with a capacity of 30 million passengers and 1.6 million tons of cargo annually by 2030, and 50 million passengers with 2.5 million tons of cargo by 2050.

A key feature of the project is the inclusion of two pairs of parallel runways, each pair consisting of two runways spaced 1,800 meters apart. This design ensures independent takeoff and landing operations, optimizing air traffic management and efficiency. The runways, measuring between 3,500 and 4,000 meters in length, will accommodate all types of wide-body, long-range aircraft currently in operation.

The project will be executed in two main phases. Phase 1.1 (2025–2027) will focus on developing essential infrastructure to support the 2027 APEC Summit. Phase 1.2 (2026–2030) will complete all facilities to achieve a capacity of 30 million passengers annually. Phase 2 (2031–2050) will further expand the airport to handle 50 million passengers and 2.5 million tons of cargo per year.

The total investment for Gia Binh Airport is estimated at nearly 197 trillion VND, with approximately 30 trillion VND contributed by the investor and the remaining 167 trillion VND sourced from other legal channels.

Spanning approximately 1,884 hectares in Bac Ninh province, Gia Binh Airport will surpass Noi Bai Airport (1,500 hectares) as the largest airport in the northern region. Nationally, it will be second only to Long Thanh Airport (5,000 hectares). The airport’s operational lease will extend for 70 years, from 2025 to 2095.

During a meeting with Minister of Construction Tran Hong Minh and a ministry delegation in early September, Mr. Vuong Quoc Tuan, Chairman of the Bac Ninh Provincial People’s Committee, emphasized that Bac Ninh aims to become a centrally governed city by 2028 at the latest.
