Pioneering Bank Partners with Ho Chi Minh City Tax Department to Support Business Households in Transition
According to Decision 3389/QĐ-BTC by the Ministry of Finance, starting January 1, 2026, business households will officially switch to self-declaration and self-payment of taxes, replacing the lump-sum tax method. The initiative aims for 100% of business households to conduct tax procedures electronically, gradually adopt e-invoices, and for high-revenue households, separate personal and business finances through dedicated bank accounts.
For many business households still operating traditionally—with manual record-keeping, mixed personal and business finances, and a lack of technological infrastructure—immediate adaptation is a significant challenge. Additionally, the costs of investing in software, equipment, and tax-connected POS systems, along with the risk of penalties for non-compliance, have raised concerns about lost time, opportunities, and competitiveness.
In this partnership, ACB collaborates with 29 local tax offices under the Ho Chi Minh City Tax Department to launch a series of practical programs with two main packages, aimed at reducing costs, enhancing operational efficiency, and encouraging business households to adopt transparent, modern management models.
ACB introduces a “0 VND” combo for newly registered business households, available to the first 1,000 customers:
Free 2,000 e-invoices, directly integrated with the electronic tax management portal;
Free 6-month use of digital signatures for seamless online tax filing;
Free online money transfers and transaction notification speakers;
Free partner-provided POS software.
Additionally, ACB offers two extended combo packages tailored to operational needs:
A 499,000 VND combo, including: 24 months of free POS software, 4,000 e-invoices, and 12 months of digital signature usage;
A 790,000 VND combo, with premium benefits: lifetime free POS software, extended e-invoice and digital signature perks.
ACB representatives acknowledge the significant pressure business households face amid the push for digital transformation and financial transparency. Thus, ACB offers practical incentives to help them not only comply with regulations but also optimize operations and expand their businesses.

Streamlined Property Ownership Declaration: Simplifying the Process for Citizens
The new decree from the Ministry of Construction mandates citizens and businesses to provide housing information to complete the national database. While experts support the digitization initiative, they caution against redundancy, emphasizing the need to leverage existing data and prevent digital transformation from becoming a bureaucratic burden for the public.
