The Ho Chi Minh City Police Investigation Agency (PIA) has initiated proceedings with individuals involved in the construction of nearly 50 houses on land belonging to others.

On November 4th, a source from Tien Phong revealed that the Investigative Police Agency of Ho Chi Minh City Public Security Department summoned Mr. Le Van Hoang (born in 1969, from An Giang, temporarily residing in Tan Khanh Ward, Ho Chi Minh City) for questioning.

This marks a new development in the case of Mr. Truong Minh Ky (born in 1969), who sought help after others constructed multiple houses on his land, as previously reported by Tien Phong.

Nearly 50 houses built on someone else’s land

The source added that the meeting between the Investigative Police Agency and Mr. Le Van Hoang took place on the afternoon of November 3rd, focusing on his involvement in the unauthorized construction of nearly 50 adjacent houses on Mr. Truong Minh Ky’s land. All these houses have been sold and are currently occupied.

As reported by Tien Phong, Mr. Hoang and several individuals built dozens of adjacent houses on someone else’s land and transferred them to multiple buyers through handwritten agreements and notarized documents. The buyers, primarily laborers from various provinces working in Binh Duong (formerly), faced economic hardships.

Mr. Hoang’s method involved constructing houses and then transferring both the house and land for prices ranging from approximately 200 million VND to 1.2 billion VND. It is estimated that Mr. Hoang received around 27 billion VND. According to the valuation results on November 29, 2023, by the Valuation Council of Tan Uyen City (formerly), the value of plot number 87 at the time of valuation was over 40 billion VND.

The land where Mr. Hoang built multiple houses is legally owned by Mr. Ky, with an area of 6,465 square meters, belonging to plot number 87, map sheet number 16, in Tan Phuoc Khanh Ward, Tan Uyen City, Binh Duong Province (formerly), now Tan Khanh Ward, Ho Chi Minh City.

The origin of this land dates back to Mr. Ky’s parents, who left it to him, and he has been using it since 1988. In 1999, his family declared and registered the land, receiving a Land Use Rights Certificate from the People’s Committee of Tan Uyen District, Binh Duong Province (formerly).
