Ho Chi Minh City Compensation Capital: Three Units Disburse Less Than 1%

In 2025, Ho Chi Minh City's compensation fund disbursement revealed a concerning trend, with three units achieving remarkably low disbursement rates of less than 1%. Alarmingly, one of these units failed to disburse any funds at all.

The Department of Agriculture and Environment of Ho Chi Minh City has recently reported on the public investment capital disbursement status for the years 2024 and 2025 (as of October 28th).

In the former HCMC area, for the year 2025, according to data from 17 Compensation and Land Clearance Boards across districts, Thu Duc City, there are 121 projects with a total compensation fund of VND 25,150 billion.

In 2025, the former HCMC area has disbursed VND 20,662 billion out of VND 25,150 billion, reaching an 82% disbursement rate.

The total disbursed capital amounts to VND 20,662 billion (82%). Notably, two units, the Compensation Boards of District 11 and Tan Binh District, have achieved a 100% disbursement rate.

Among the 15 units that have not met the target, three have disbursement rates below 1%: Binh Thanh District Compensation Board at 0.54%, Nha Be District Compensation Board at 0.12%, and Tan Phu District Compensation Board, which has yet to disburse any funds.

Additionally, District 3 Compensation Board has disbursed 1.2%, District 10 Compensation Board has reached 9.89%, and Go Vap District Compensation Board has attained 11.7%.

For the year 2024, the total compensation fund for 157 projects is VND 29,342 billion. To date, VND 20,762 billion has been disbursed (70.7%). The average land handover rate across the 17 Compensation Boards is 81.7%.

In the former Ba Ria – Vung Tau area, only one project, the Nguyen Phong Sac Road project, has fully allocated its compensation fund of VND 94.7 billion. However, the Long Son Commune People’s Committee is currently reviewing the project’s legal status.

Furthermore, there are 75 projects with a total compensation fund of VND 10,615 billion for 2025, of which VND 3,327 billion has been disbursed (over 31%).

In the former Binh Duong area, the total compensation fund for 90 projects in 2025 is VND 25,285 billion, with VND 9,959 billion disbursed so far (39%).

To ensure the smooth disbursement of compensation funds for 2024 and 2025 in the former HCMC area, the Department of Agriculture and Environment urges project owners to promptly categorize and report any issues, proposing solutions within their respective authorities.

In the former Binh Duong area, the Binh Duong Land Fund Development Center Branch and its affiliated units are requested to collaborate with the People’s Committees of 36 communes and wards, as well as project owners, to accelerate progress and achieve 100% disbursement by December 31st.
