Ho Chi Minh City Proposes Ambitious Can Gio – Vung Tau Cross-Sea Route

The Ho Chi Minh City People’s Committee has officially approved Vingroup’s proposal to conduct research and develop an investment policy report for the planned sea-crossing route connecting Can Gio and Vung Tau. This ambitious project is poised to establish a new strategic corridor, driving economic growth, tourism, and sustainable urban development in the southern region of Ho Chi Minh City.

According to a recently issued document by the Ho Chi Minh City People’s Committee, Vingroup has been tasked with preparing a Pre-Feasibility Study Report for the proposed Can Gio – Vung Tau sea-crossing road project. The conglomerate has 12 months from the document’s signing date to complete this task.

Vingroup will self-finance the research and report preparation, without utilizing the city’s budget. Upon completion, the report will be submitted to the relevant authorities for review and approval, in accordance with the Public-Private Partnership (PPP) Investment Law and other applicable regulations.

If the report fails to gain approval from the competent authorities or if Vingroup does not complete the task within the 12-month timeframe, the assignment will automatically expire. In such cases, Vingroup will bear all associated costs and waive any rights to appeal or claim compensation.

During the research phase, the Ho Chi Minh City People’s Committee has instructed Vingroup to fully incorporate professional feedback from relevant departments, agencies, and units. This ensures the study meets all requirements, aligns with national policies and the city’s development plans, and complies with current legal frameworks.

The completed study may be transferred to Ho Chi Minh City for use as reference material in subsequent project-related procedures, if required.

The Ho Chi Minh City People’s Committee has clarified that assigning Vingroup to prepare the Pre-Feasibility Study Report does not guarantee the conglomerate will be selected as the project’s investor. The city will conduct a transparent investor selection process in compliance with legal requirements.

The Committee has directed the Departments of Construction, Planning and Architecture, Finance, and Natural Resources and Environment, along with other relevant agencies, to collaborate with and support Vingroup throughout the survey and research process, ensuring alignment with the city’s master plan.

In its earlier proposal to the Ho Chi Minh City People’s Committee, Vingroup emphasized the growing need for a direct coastal connection following the merger of Ba Ria – Vung Tau province into Ho Chi Minh City. The Can Gio – Ba Ria Vung Tau (former) region is strategically important for maritime economics, ports, tourism, and eco-urban development, yet its current infrastructure relies heavily on ferries and circuitous routes.

The proposed sea-crossing road is expected to reduce travel time, enhance connectivity between key urban areas, and stimulate economic, social, and commercial growth, while promoting sustainable urban expansion.

Vingroup has requested permission from the Ho Chi Minh City People’s Committee to invest in the sea-crossing road connecting Can Gio – Ba Ria – Vung Tau (former) under the Build-Transfer (BT) model. This initiative is a critical step in establishing the legal foundation for assessing the project’s feasibility and alignment with the city’s development goals.

Vingroup is currently developing the Can Gio Coastal Tourism Urban Area, spanning over 2,870 hectares and designed to accommodate nearly 230,000 residents. This project is envisioned as Ho Chi Minh City’s first “eco-marine urban area,” integrating sustainable development with the Can Gio Mangrove Forest’s ecological preservation.

Additionally, the conglomerate has proposed extending the Ho Chi Minh City Central Metro Line to Can Gio, with a terminus at Ben Thanh Station. This expansion builds upon earlier plans that only extended the line to District 7 (former).

The Ho Chi Minh City People’s Committee has established an Appraisal Council to evaluate the metro project’s investment proposal and select investors, following Vingroup’s submission.

Experts suggest that, if realized, the Can Gio – Vung Tau sea-crossing road will be a pivotal infrastructure project, reshaping Ho Chi Minh City’s coastal urban landscape.

Coupled with major initiatives such as the Can Gio Coastal Tourism Urban Area, the Ben Luc – Long Thanh Expressway interchange with Rung Sac Road, the Can Gio Bridge, and the southern metro extension, Ho Chi Minh City is making significant strides toward establishing Can Gio as a leading eco-tourism and modern coastal urban hub in the region.
