The Tay Ninh Provincial Police Department has announced that the policy offering a 50% reduction in passport fees is entering its final phase and will conclude on December 31, 2025. This is a crucial period for individuals and businesses to complete their immigration procedures at a reduced cost, fully leveraging the benefits before the fees revert to their original rates.
This policy is outlined in Circular No. 64/2025/TT-BTC, issued by the Ministry of Finance on June 30, 2025. According to the circular, fees for issuing passports, travel documents, exit permits, and AB stamps are halved compared to those specified in Circular No. 25/2021/TT-BTC. This adjustment not only helps citizens save costs but also promotes administrative reforms, aiming for a more modern and efficient public administration system.
Starting January 1, 2026, passport fees will return to the original rates as stipulated in Circular No. 25/2021/TT-BTC.

Therefore, individuals needing to renew or reissue their passports should proactively prepare their applications during this discounted period, especially through online submission. This approach not only saves time and costs but also ensures a smoother and faster processing experience.
In addition to the 50% fee reduction, the Tay Ninh Provincial Police Department encourages citizens to upgrade to electronic chip-embedded passports to enjoy long-term benefits when traveling internationally.
Electronic chip passports offer significant advantages. Firstly, holders can register to use automated gates (Autogate) at international airports and border crossings, reducing processing time and minimizing wait times.
Moreover, the embedded chip stores encrypted biometric data, enhancing security, preventing counterfeiting, and better protecting personal information compared to traditional passports.
Importantly, chip-embedded passports meet international standards, making it easier for Vietnamese citizens to obtain visas and travel abroad for work, tourism, or education.
To expedite passport issuance and take advantage of the reduced fees, citizens can submit their applications online via the National Public Service Portal or the Ministry of Public Security’s Public Service Portal. Applicants must log in using their level 2 VNeID electronic identification account, select the “Issuance of Ordinary Passport” procedure, fill in the required information, upload a compliant portrait photo, and choose to receive the passport either by mail or in person. Fee payment is made online after the application is approved.
This is the most opportune time in 2025 for individuals to renew or reissue their passports at the lowest fees while upgrading to electronic chip passports. This ensures they can enjoy modern, secure, and convenient travel benefits when crossing borders, preparing for international journeys in 2026.
