According to the Vietnam Aviation Authority (VAA), the current planning for Phu Cat Airport (PCA) is based on the old Binh Dinh province’s regional plan until 2035 and the provincial plan for the period 2021-2030, with a vision to 2050, approved by the Prime Minister. However, following the merger, a review and adjustment of the plan to align with Gia Lai province’s new development direction are essential.
The People’s Committee of Gia Lai province has issued a plan to adjust the provincial planning for the period 2021-2030, with a vision to 2050, replacing the plans of the two former provinces, expected to be completed and submitted for approval by December 31, 2025. This adjustment aims to achieve double-digit growth in the 2026-2030 period and shape a new development space for the region.
The VAA asserts that, alongside the provincial plan adjustment, studying the forecast of passenger and cargo transport demand and revising the Phu Cat Airport plan are crucial to ensure synchronization, practicality, and economic-social development momentum for Gia Lai.

Additionally, during the implementation of the T3 passenger terminal, aircraft parking apron, and civil aviation projects, the People’s Committee of Gia Lai province and the Airports Corporation of Vietnam (ACV) encountered challenges related to land clearance for military facilities, with relocation costs estimated at over 1 trillion VND. These costs increase the total investment and impact the progress of civil projects, particularly the second runway project.
The VAA believes that adjusting the Phu Cat Airport plan will not only resolve these issues but also serve as a critical foundation for accelerating the airport’s upgrade and expansion, meeting the new phase’s development needs.
As proposed by the People’s Committee of Gia Lai province and ACV, to ensure the planning adjustment’s timeline, the VAA recommends the Ministry of Construction consider and approve the acceptance of the Phu Cat Airport plan adjustment dossier sponsored by ACV.
Currently, the People’s Committee of Gia Lai province is implementing the investment project for the second runway and associated works in the flight area, with a total investment of over 3.2 trillion VND. The project includes constructing runway 33L – 15R, 3,048 meters long and 45 meters wide, parallel to and 215 meters west of the existing runway; a system of 3 connecting taxiways, 2 rapid exit taxiways, and 2 parallel taxiways B2, B5.
Previously, according to plan No. 1686/QĐ-BGTVT approved by the Ministry of Transport (now the Ministry of Construction) on December 22, 2023, Phu Cat Airport aims for a capacity of 5 million passengers per year by 2030 and 7 million passengers per year by 2050.
