With a 10-lane design and a speed limit of 80 km/h, the project connecting Thai Binh and Pho Hien wards boasts an investment of nearly VND 5 trillion. Managed by Hung Yen’s Project Management Unit No. 2, construction began on October 31, 2025.
In the first investment phase, the project includes two parallel roads, each with three lanes. The central median, designed for six lanes, may later accommodate a highway or elevated urban railway.
The route features eight river bridges and nine at-grade intersections.
In Thai Binh ward, a bridge over the Tra Ly River will be constructed.
The parallel roads will be built in two phases from 2025 to 2028. Phase 1, spanning 18.8 km from National Highway 10 to Dong Tu intersection, costs VND 3.735 trillion. Phase 2 extends to the Luoc River’s right dyke. By 2028, the project will create a seamless transport corridor from Thai Binh to Hung Ha, integrating with Pho Hien ward.
Designed to plain Grade III standards, the parallel roads include integrated infrastructure: bridges, culverts, irrigation ditches, greenery, lighting, traffic signals, and safety systems.
The groundbreaking ceremony took place on the northern bank of the Tra Ly River in Thai Binh ward. The joint venture contractors, Xuan Quang Construction JSC and Truong Son Construction Company, have commenced work.
The project spans seven wards and communes: Thai Binh ward, and Nam Tien Hung, Tien Hung, Hong Minh, Hung Ha, Tien La, and Ngu Thien communes. Post-groundbreaking, contractors deployed machinery across multiple sites to accelerate construction.
According to Nguyen Huu Nghia, Secretary of the Hung Yen Provincial Party Committee, the road not only enhances connectivity between Thai Binh and Pho Hien but also serves as a strategic axis for economic growth. It aims to establish the Thai Binh Coastal Economic Zone as the first free trade zone in Northern Vietnam.
