On November 5th, the Dong Nai Provincial Police Investigation Agency issued arrest warrants and search warrants for three suspects: Dinh Van Lien (born in 1981) residing in Long Binh Ward, Dong Nai Province; Nguyen Thi Tuyen (born in 1982) residing in Tam Hiep Ward, Dong Nai Province; and Nguyen Quoc Vu (born in 1978) residing in Tan Thuan Ward, Ho Chi Minh City. These warrants aim to investigate their alleged involvement in the production and trade of counterfeit goods at EBC Dong Nai Medical Factory Joint Stock Company.
The warrants have been approved by the People’s Procuracy at the same level.

Authorities inspecting and seizing relevant documents
Through professional investigative measures, the Dong Nai Provincial Police Investigation Agency (Department of Investigation of Corruption, Economic, Smuggling, and Environmental Crimes) discovered that EBC Dong Nai Medical Factory Joint Stock Company, located at No. 6, Giang Dien Industrial Zone, Trang Bom District, Dong Nai Province, is owned by Dinh Van Lien, who serves as Deputy General Director. The company collaborated with VB Group Trading and Service Co., Ltd., headquartered at Dai Thanh Binh Building, 911-913-915-917 Nguyen Trai Street, Cho Lon Ward, Ho Chi Minh City, owned by Nguyen Quoc Vu, who also serves as General Director. Together, they produced the Hanayuki Sunscreen Body lotion.
In January 2025, Dinh Van Lien was found to have produced and traded 1,652 units of counterfeit Hanayuki Sunscreen Body lotion at EBC Dong Nai Medical Factory Joint Stock Company. According to the forensic analysis by the Ho Chi Minh City Institute of Forensic Science, the SPF (Sun Protection Factor) level was only 25.82, which is 51.64% of the declared SPF 50 on the packaging.

Authorities escorting suspect Nguyen Quoc Vu
Nguyen Thi Tuyen, Deputy General Director, was involved in the production of 1,652 units of counterfeit Hanayuki Sunscreen Body lotion. Nguyen Quoc Vu, General Director of VB Group Trading and Service Co., Ltd., was involved in the distribution of these counterfeit products.
The actions of Dinh Van Lien, Nguyen Thi Tuyen, and Nguyen Quoc Vu constitute the crime of “Production and Trade of Counterfeit Goods” as defined in Article 192 of the 2015 Penal Code.
During interrogation, the suspects initially confessed to their criminal activities. The police have seized various equipment, machinery, documents, and materials related to the production and distribution of counterfeit Hanayuki Sunscreen Body lotion.
Given the severity of this case and its public interest, the Dong Nai Provincial Police Investigation Agency is dedicating significant resources to investigate and clarify the responsibilities of all involved parties, ensuring strict legal action is taken.
