The Department of Agriculture and Environment of Ho Chi Minh City has recently reported on the public investment capital disbursement for the years 2024 and 2025 (as of October 28th).
In the former HCMC area, for the year 2025, according to data from 17 Compensation and Land Clearance Boards across districts, Thu Duc City, there are 121 projects with a total compensation fund of 25,150 billion VND.

The total disbursed capital amounts to 20,662 billion VND (82%). Notably, two units have achieved a 100% disbursement rate: the Compensation Boards of District 11 and Tan Binh District.
Among the 15 underperforming units, three have disbursement rates below 1%: Binh Thanh District Compensation Board (0.54%), Nha Be District Compensation Board (0.12%), and Tan Phu District Compensation Board, which has yet to disburse any funds.
Additionally, District 3 Compensation Board has disbursed 1.2%, District 10 Compensation Board 9.89%, and Go Vap District Compensation Board 11.7%.
For 2024, the total compensation fund for 157 projects is 29,342 billion VND. To date, 20,762 billion VND has been disbursed (70.7%). The average land handover rate across 17 Compensation Boards is 81.7%.
In the former Ba Ria – Vung Tau area, only one project has fully allocated its compensation fund: the Nguyen Phong Sac road project with 94.7 billion VND. However, Long Son Commune People’s Committee is currently verifying the project’s legal status.
Furthermore, 75 projects in 2025 have a total compensation fund of 10,615 billion VND, with 3,327 billion VND disbursed (over 31%).
In the former Binh Duong area, the 2025 compensation fund for 90 projects totals 25,285 billion VND, with 9,959 billion VND disbursed (39%).
To ensure the 2024 and 2025 compensation fund disbursement in the former HCMC area, the Department of Agriculture and Environment urges project owners to promptly categorize and report unresolved cases for resolution within their authority.
In the former Binh Duong area, the Binh Duong Land Fund Development Center and its affiliates are requested to collaborate with 36 commune and ward People’s Committees and project owners to accelerate progress, aiming for 100% disbursement by December 31st.

The Ho Chi Minh City Land Price Appraisal Council has also convened a meeting to reassess these valuations.
