On the morning of November 4th, General Secretary Tô Lâm presented the Politburo’s decision to appoint Mr. Nguyễn Duy Ngọc as the Secretary of the Hanoi Party Committee for the XVIII term, 2025-2030.

In his acceptance speech, the newly appointed Secretary of the Hanoi Party Committee, Nguyễn Duy Ngọc, expressed his deep emotion upon receiving the trust of the Politburo to assume the position of Secretary of the Hanoi Party Committee.

According to Secretary Nguyễn Duy Ngọc, this appointment is a testament to the Party’s trust, an organizational mandate, and a reminder of the duty to dedicate all his heart, intellect, and responsibility to serving the Party and the people, contributing to the development of the capital.

Expressing profound gratitude to the Politburo, the Secretariat, and especially General Secretary Tô Lâm, Secretary Nguyễn Duy Ngọc stated that he always bears in mind that a Party cadre must prioritize the interests of the Party and the people above all else. Regardless of position or location, one must be ready to take on responsibilities, commit, and fully accomplish the assigned tasks.

Secretary Nguyễn Duy Ngọc shared that Hanoi is where he spent the initial years of his career, starting as a Hanoi police officer, learning through the vibrant realities of life. It was here that he first learned about dedication to serving the people, integrity, and responsibility in work.

“Today, as the Party assigns me to return to Hanoi, I come back with the resolve to dedicate all my heart and effort to the capital’s development. With gratitude to the generations who guided and accompanied me throughout my career, and with respect for the precious values cultivated by the leaders, officials, party members, soldiers, and people of Hanoi.

Above all, with unwavering faith that together we will create a new, stronger development phase, worthy of the status and stature of the heroic capital – a thousand years of civilization,” Mr. Nguyễn Duy Ngọc stated.

Secretary Nguyễn Duy Ngọc deeply understands the special importance of Hanoi as the nation’s heart, where the essence of the nation converges and radiates; where history, culture, and the present intertwine; and where all the country’s aspirations are directed.

“I will fully absorb and thoroughly implement the General Secretary’s directives and tasks assigned during today’s decision-making ceremony, along with the guidance provided during previous meetings with the Hanoi Party Committee, especially the strategic questions and seven task requirements the General Secretary presented at the XVIII Congress of the Hanoi Party Committee,” said the Secretary of the Hanoi Party Committee.

Secretary Nguyễn Duy Ngọc pledged to work tirelessly with dedication, fairness, and objectivity, unafraid of challenges, and in full harmony with the Party Committee, government, and people of Hanoi to successfully fulfill all tasks assigned by the Party and the State, consistent with the General Secretary’s guidance.

He also affirmed that, together with the Standing Committee, the Party Committee’s Executive Board, and the City Party Committee, he would maintain unity, prioritize collective interests, center on people as the focus and measure of all development, ensure words align with actions, and work for the people, the nation, and the capital.

“The road ahead is filled with tasks, including long-term strategic issues and immediate urgent matters. However, I believe that with the Central Committee’s close guidance and the glorious tradition and resilience of Hanoi’s Party Committee, government, and people, we will undoubtedly succeed and excel.

Let us join hands, steadfastly advancing on the path of building a civilized, modern capital, the heart of the nation, the trust of the country, and the pride of every Vietnamese,” Secretary Nguyễn Duy Ngọc emphasized.

At the first conference, the Executive Committee of the Hanoi City Party Committee, 18th tenure, elected Ms. Bùi Thị Minh Hoài, a member of the Politburo, Secretary of the Hanoi Party Committee, 17th tenure, and Head of the city’s National Assembly delegation, to serve as the Secretary of the Hanoi Party Committee, 18th tenure, for the term 2025-2030.

Secretary-General: Rejecting ‘Term-Based Thinking’ and ‘Clinging to Local Interests’

Emphasizing the rejection of ‘term-limited thinking,’ ‘clinging to parochial interests,’ and the lack of courage to think, act, or innovate, General Secretary Tô Lâm stated: “Those who fall into these conditions without rectifying them must be promptly replaced.”
