Record-Breaking Approval: NOXH Launches Sale of Over 13,500 Units in October

In October 2025, local Department of Construction statistics revealed that 27 projects, comprising over 16,400 units, were eligible for the sale of future housing across 12 provinces and cities. Notably, social housing (NOXH) led the way with a record-breaking offering of more than 13,500 units.

Hanoi: 5 Projects, Including 4 Social Housing (SH)

On October 24, Hanoi’s Department of Construction announced the plan to receive registration documents for purchasing, renting, or lease-purchasing social housing (SH) at CT3 building in the SH area of CT3, CT4 in the new urban area of Kim Chung, Phase 1, from November 17, 2025, to January 3, 2026.

The project covers nearly 4 hectares, with CT3 alone occupying over 2.5 hectares. It is developed by a joint venture between Hanoi Investment and Housing Development Corporation (Handico) and Viglacera Corporation (HOSE: VGC). The CT3 building consists of 3 towers, 9 to 12 stories high, with an expected population of over 3,900 residents. It offers 589 SH units for sale, 212 for rent, 128 for lease-purchase, and 175 commercial apartments for sale. The tentative selling price for SH is 18.4 million VND/m², rental price is 91,700 VND/m²/month, and lease-purchase price is approximately 313,000 VND/m²/month (inclusive of VAT and maintenance fees).

Earlier, on October 20, Hanoi’s Department of Construction announced the plan to receive registration documents for purchasing or lease-purchasing SH (Phase 1) in the housing project in Dong Anh District, from October 21 to November 25, 2025.

This project spans nearly 8.6 hectares, with over 1.5 hectares dedicated to SH, comprising 419 units for sale and 47 for lease-purchase. The developer is the 319th Corporation under the Ministry of Defense.

The proposed selling price is over 20.6 million VND/m² (inclusive of VAT, excluding maintenance fees). The lease-purchase price is approximately 289,000 VND/m²/month. Maintenance fees at the project are around 393,000 VND/m².

From October 1 to November 4, 2025, the SH project in Thuong Thanh (commercially known as Rice City Long Châu) in Bo De Ward will accept registration documents for purchasing or lease-purchasing SH in Phase 1 online.

The project covers over 6 hectares and is developed by a joint venture between Him Lam Thu Do Corporation and BIC Vietnam Corporation. It includes 1,765 SH units for sale and 186 for lease-purchase.

The average selling price is announced at over 29.4 million VND/m² (inclusive of VAT but excluding maintenance fees of over 560,000 VND/m²). The average lease-purchase price is approximately 347,000 VND/month/m² (inclusive of VAT).

Also in October, Hanoi’s Department of Construction announced that the SH project at lots CT1, CT3, and CT4 in the Kim Hoa urban area, Tien Thang Commune, will accept registration documents for purchasing or lease-purchasing in Phase 1 until November 5.

In the first sales phase, 408 units are for sale and 72 for lease-purchase, with a selling price of over 19.8 million VND/m² (inclusive of VAT and excluding maintenance fees of over 377,000 VND/m²). The lease-purchase price is approximately 245,000 VND/m²/month.

The SH project covers over 3.4 hectares, offering 648 units for sale and 72 for lease-purchase. The developer is Than Ha Construction and Trading LLC, with expected handover in late 2026.

On October 29, the Housing and Urban Development Corporation (HUD) announced the sale of 17 future low-rise houses on a site of nearly 0.86 hectares at lots BT-06, BT*-04, and BT*-05 in the Thanh Lam – Dai Thinh 2 New Urban Area, Quang Minh Commune, starting November 4. Semi-detached villas are priced at 600 million VND/unit, and detached villas at 1 billion VND/unit. In the same project, on October 23, HUB launched the sale of 44 low-rise houses with completed exterior rough construction on a site of nearly 1.7 hectares at lots BT*-06 and BT*-07.

Ho Chi Minh City: 3 Projects, Including 2 SH

On October 24, Ho Chi Minh City’s Department of Construction announced that the An Sinh SH project in the Eco-Urban Area of Chanh My (Phase 1), developed by the Housing and Urban Development Corporation (HUD), is expected to launch 273 apartments. Registration will be open from November 20 to 25, 2025.

The project covers over 7,142 m² at lot CCU-AS in Chanh Hiep Ward, featuring 12 floors, 6 blocks, and 168 commercial units; 810 SH units, including 648 for sale and 162 for rent.

The tentative selling price is over 15.8 million VND/m², and the rental price is 76,000 VND/m²/month (excluding VAT and maintenance fees).

HUB also launched the sale of 33 semi-detached villas with completed exterior rough construction on a site of over 1.4 hectares at lots BT-A22 and BT-C1 in the Eco-Urban Area of Chanh My (Phase 1), Chanh Hiep Ward.

Earlier, on October 2, Ho Chi Minh City’s Department of Construction announced that the Hoa Phu SH Investment and Construction Project (K Home New City) will begin accepting registration documents from October 31 to November 10, 2025.

The project covers nearly 26.7 hectares in Binh Duong Ward and is developed by Nam Kim Industrial Investment and Construction JSC (a member of Kim Oanh Group). It includes 1,376 adjacent SH units and 1,654 SH apartments. The tentative selling price is 16.6 million VND/m² (inclusive of VAT).

Da Nang: 1 SH Project

On October 16, Capital Investment and Trading JSC announced that the SH project at lots B4-1 and B4-2 in the Hoa Hiep 4 Resettlement Area (Ecohome Hoa Hiep), Lien Chieu and Hai Van Wards, will begin accepting registration documents from January to December 2026.

Construction began on September 15 and is expected to complete in August 2029. The site covers approximately 4.27 hectares, featuring 3 residential buildings (SH apartments and commercial apartments), 1 kindergarten, and technical infrastructure. The project offers a total of 1,476 SH units, including 1,180 for sale and 296 for rent.

The tentative SH selling price is 18 million VND/m², and the rental price is 131,000 VND/m²/month (inclusive of VAT, excluding maintenance fees).

Bac Ninh: 3 SH Projects

On October 31, Bac Ninh’s Department of Construction announced that the SH Project No. 02 in areas 5 and 9 of the Southern Urban Area, Bac Giang and Tan Tien Wards, developed by Capital Investment and Trading JSC, is expected to launch 827 SH units from December 12, 2025.

The SH selling price is over 18.9 million VND/m² (inclusive of VAT, excluding maintenance fees). Registration will be open from November 10 to December 11, 2025.

On October 23, Bac Ninh’s Department of Construction announced that the Thong Nhat Smart City SH project in Yen Trung and Tam Da Communes will launch 1,029 apartments, priced at approximately 16.5 million VND/m² (inclusive of VAT and 2% maintenance fees). Registration will be open from October 27 to November 27, 2025.

The project covers nearly 8.6 hectares, featuring 10 blocks with approximately 1,048 apartments and 107 adjacent houses. The developer is Thong Nhat Investment and Development JSC.

Additionally, there is an SH project at lots CT01A and CT01B in the Que Vo New Urban Area Infrastructure Development Project (now Phuong Lieu Ward), developed by Tung Bach LLC.

The project includes 4 buildings, 12 stories each, offering 914 apartments. In the first phase, 300 apartments will be launched, priced at nearly 18.9 million VND/m², with a rental price of 81,400 VND/m² (inclusive of VAT). Registration will be open from November 8 to December 8, 2025.

Hung Yen: 1 SH Project

On October 24, Hung Yen’s Department of Construction announced the sale of SH apartments at the SH project for low-income earners in Organization 1, Tien Phong Ward, Thai Binh City (now Thai Binh Ward), developed by Thanh Dat Trading JSC.

The site covers 2,820 m², featuring a 9-story SH apartment building with 65 units for sale, 16 for rent, and 5 low-rise commercial houses. Currently, 2 SH units remain for sale. Registration will be open from October 24 to November 24, 2025.

Ninh Binh: 1 SH Project

On October 7, the Housing and Urban Development Corporation (HUD) announced the SH project in Dong Van Ward, launching 451 apartments priced at nearly 11.2 million VND/m² (inclusive of VAT). Registration will open from November 10, 2025.

Dong Nai: 3 Projects, Including 2 SH

On October 20, Dong Nai’s Department of Construction announced the selling price of SH units at the Phuc Hung Golden project in Phuc Hung Urban Area, Ward 5, Minh Hung Commune, developed by Phuc Hung Golden LLC.

The project covers 4 hectares with 600 low-rise adjacent SH units for sale. The selling price for 567 standard units is nearly 5.2 million VND/m², and for 33 corner units, it is nearly 6.2 million VND/m² (inclusive of VAT, excluding maintenance fees).

Earlier, on October 13, Dong Nai’s Department of Construction announced the selling price for the SH project on a 1.4-hectare site in Long Hung Ward, developed by Chuong Duong Homeland JSC. The project includes 3 blocks, 20 stories each, with a total of 1,098 apartments, priced from 22.3 to 24.5 million VND/m² (inclusive of VAT).

In early October, the Department announced that 940 housing units in the Planned Residential Area project in Phuoc An Commune are eligible for sale or lease-purchase. The project covers nearly 15.4 hectares and is developed by Thang Long Real Estate JSC.

Tay Ninh: 2 Projects

On October 6, the provincial Department of Construction announced that 417 future housing units in Tower T1a of the Destino Centro High-Rise Commercial Housing project in My Yen Commune (Phase 3) are eligible for sale.

The project covers approximately 2.1 hectares, offering 2,038 apartments, developed by Viethouse Group Investment and Development JSC. Previously, 812 units were launched in Phases 1 and 2.

Component 6-2 (high-rise apartments) at lot 6 – HH1 in the Eco-Tourism Urban Area project in Ben Luc Commune, developed by DB Investment and Development LLC, is also eligible to launch 1,170 apartments. The project covers a total of 219.5 hectares, including 7,427 houses, with 3,500 mixed-use apartments.

Quang Tri: 2 SH Projects

On October 27, Quang Tri’s Department of Construction announced that 142 SH units in Area 3 of the Nam Dong Ha Commercial and Service Urban Area project are eligible for sale.

The project is located in Nam Dong Ha Ward, covering nearly 13.7 hectares, with 1.2 hectares dedicated to SH, offering 142 low-rise adjacent SH units. Prices range from 8.3 to 12.4 million VND/m². The developer is Vincom Retail Operation LLC. Registration will be open from November 1 to 30.

On October 17, the provincial Department of Construction announced that 120 future SH units (T1 building) in the Bao Ninh 2 SH project, developed by Nam Mekong Group JSC (HNX: VC3), are eligible for sale or lease-purchase. The project covers nearly 1.8 hectares in Dong Hoi Ward, with 568 apartments and an investment of over 560 billion VND. The average selling price is 18.2 million VND/m² (inclusive of VAT, excluding maintenance fees).

Dak Lak: 3 Projects, Including 2 SH

In October, Dak Lak’s Department of Construction announced that future housing units are eligible for sale, including 77 adjacent houses in the Trade Center – Hotel – Housing Complex project at 2 Mai Hac De, Buon Ma Thuot, developed by Ecopark Hai Duong Investment JSC. The project covers nearly 4.3 hectares, featuring 122 adjacent houses, 155 SH apartments, and 558 mixed-use units.

In the Ha Huy Tap Residential Area, 164 XH-03 social housing apartments in Tan An Ward, part of the Northern Urban Area of the Western Ring Road, Buon Ma Thuot, are eligible for sale. The developer is An Phu Urban Investment and Development JSC.

On October 13, Dak Lak’s Department of Construction announced that future housing units are eligible for sale, including 238 apartments in Block XH1-A and 225 in Block XH1-B, in the Km7 Urban Residential Area project in Tan An Ward, Buon Ma Thuot, developed by Dak Lak Urban Investment and Development LLC.

The project includes 2 social housing buildings, 7 stories each, with Block XH1 covering nearly 1.66 hectares and Block XH2 nearly 0.7 hectares. Additionally, there are 709 low-rise adjacent social houses for sale and 88 for rent. The SH selling price is over 16.8 million VND/m² (inclusive of VAT, excluding maintenance fees).

An Giang: 1 Project

On October 8, An Giang’s Department of Construction announced that the Northwest Sea Reclamation New Urban Area – Commercial Housing project is eligible to sell or lease-purchase 4 villas (Phase 14). The project covers over 99.4 hectares, including 1,426 townhouses and 483 villas, developed by CIC Group JSC (HOSE: CKG).

Thai Nguyen: 2 Projects

On October 25, Thai Nguyen’s Department of Construction announced that 5 future housing units in the Ap Thai Hamlet Residential Area project, developed by Nalico Construction and Investment JSC, are eligible for sale or lease-purchase. The project covers over 9.8 hectares in Ap Thai Hamlet, Dong Hy Commune, with an investment of over 300 billion VND, expected to be handed over in Q4/2026.

In Song Cong Ward, 151 lots with technical infrastructure developed by RYG Thai Nguyen JSC are eligible for transfer to individuals for self-construction in the Urban Area No. 2 Bach Quang project. The project covers nearly 5.8 hectares, including 62 rough construction lots and 151 transfer lots for self-construction. Total investment is over 170 billion VND.
