The 14th Plenary Session of the 13th Communist Party of Vietnam Central Committee officially commenced this morning (November 5th) in Hanoi, focusing on two major agendas: preparations for the 14th National Party Congress and Party building and political system development.
Selecting the Most Deserving Among the Deserving
In his opening remarks, General Secretary Tô Lâm highlighted the meticulous process of nominating candidates for the Politburo and Secretariat of the 14th Party Central Committee. Building on the 13th Committee’s decisions, the Party aims to ensure a balanced, qualified, and strategically aligned leadership for the 2026-2031 term.
This session will finalize the number of Politburo and Secretariat members and nominate candidates, emphasizing integrity, strategic vision, and digital literacy—crucial for Vietnam’s sustainable double-digit growth ambitions.

General Secretary Tô Lâm stressed the need for leaders who can navigate global challenges, drive digital and green transformations, and ensure Vietnam’s self-reliance and strategic growth.

Streamlining Governance for Efficiency
Discussing Resolution 18 on administrative reforms, General Secretary Tô Lâm highlighted progress in streamlining governance, emphasizing the shift to outcome-based management and integrated data systems.
The two-tier local governance model aims to enhance provincial strategic focus and grassroots responsiveness, fostering growth poles and reducing transaction costs for businesses and citizens.
To maximize efficiency, the three-tier government system (central, provincial, communal) must ensure seamless integration through institutional frameworks, resource allocation, and data sharing, with the central government as the chief architect.
General Secretary Tô Lâm concluded by emphasizing the transformative potential of these reforms in achieving Vietnam’s centennial goals, urging decisive action and unity at the 14th Plenary Session.
