As previously reported by Nguoi Lao Dong newspaper, on November 5th, the Investigative Police Agency of Dong Nai Province issued arrest warrants and search orders for three suspects: Dinh Van Lien (Dong Nai Province), Nguyen Thi Tuyen (Dong Nai), and Nguyen Quoc Vu (Ho Chi Minh City). They are under investigation for the crime of Producing and Trading Counterfeit Goods at EBC Dong Nai Medical Factory Joint Stock Company.
Counterfeit Hanayuki Sunscreen Body Products
Through operational efforts, the Investigative Police Agency of Dong Nai Province discovered that EBC Dong Nai Medical Factory Joint Stock Company is owned by Dinh Van Lien, who holds the position of Deputy General Director.
This company collaborated with VB Group Trading Service Co., Ltd. (Ho Chi Minh City), owned by Nguyen Quoc Vu, to produce Hanayuki Sunscreen Body products.
Arrest of Mr. Nguyen Quoc Vu
In January, Dinh Van Lien organized the production and sale of 1,652 counterfeit Hanayuki Sunscreen Body products at EBC Dong Nai Medical Factory.
According to the Forensic Science Institute in Ho Chi Minh City, the product’s SPF level was only 25.82, which is 51.64% of the SPF 50 claimed on the packaging.
Nguyen Quoc Vu’s Company
According to the National Business Registration Portal, VB Group, responsible for distributing Hanayuki products, was established in April 2021 with a registered capital of 8 billion VND.
Initially, Luong Minh Hung served as the General Director and legal representative. By July 2024, Nguyen Quoc Vu, husband of singer Doan Di Bang, took over this role.
The company operates in various sectors, including cosmetics, soap, cleaning agents, hygiene products, wholesale food and beverages, and retail pharmaceuticals, medical devices, and cosmetics.
Previously, authorities reported that products distributed by VB Group contained undisclosed ingredients.
On its official website, the company offers personal care and beauty products such as facial cleansers, sunscreens, toothpaste, and intimate washes, priced between 200,000 and 600,000 VND.
On social media, Doan Di Bang heavily promoted these products as a celebrity, highlighting natural ingredients like soapberry, black sesame, grapefruit essential oil, and patchouli.
This led to strong online sales.
Doan Di Bang and Nguyen Quoc Vu frequently showcase their luxurious lifestyle on social media, featuring multiple properties and luxury cars.
Aside from VB Group, Nguyen Quoc Vu was the legal representative of VB Universal Trading Service Co., Ltd. and The World Steak Private Enterprise. Both companies have ceased operations.
In May, the Drug Administration of Vietnam (Ministry of Health) suspended and recalled four cosmetic batches linked to Nguyen Quoc Vu’s company due to labeling and quality violations.
Three batches distributed by VB Group and produced at EBC Dong Nai Medical Factory were ordered for recall and destruction:
Hanayuki Shampoo (300g bottle) failed microbial tests and contained undeclared 2-Phenoxyethanol.
Hanayuki Sunscreen Body (100g tube) claimed SPF 50 but tested at only SPF 2.4.
Hanayuki Conditioner also contained undeclared 2-Phenoxyethanol.
The fourth product, G-Thera Amino Anti-Wrinkle Mask, produced by a Korean company and distributed by VB Group, was suspended for missing three label ingredients: Butylene Glycol, Phenoxyethanol, and Ethylhexylglycerin.
The Drug Administration also halted VB Group’s cosmetic product registration for six months.
Additionally, EBC Dong Nai Medical Factory’s GMP (Good Manufacturing Practice) certification was revoked for failing to comply with ASEAN CGMP standards.
The Drug Administration directed Ho Chi Minh City and Dong Nai Health Departments to monitor and handle products produced before the license revocation, and referred the case to police for investigation.
