This afternoon, the Presidium of the Central Committee of the Vietnam Fatherland Front (VFF) held the 5th session of the 10th tenure.
Vice Chairwoman of the VFF Central Committee, Nguyen Thi Thu Ha, announced the Politburo’s opinion on the personnel recommended for consultation to be elected as the Chairperson of the VFF Central Committee.
Following this, Vice Chairwoman Ha Thi Nga presented the proposal regarding the supplementation and replacement of personnel participating in the VFF Central Committee, the Presidium, the Standing Committee, and holding the position of Chairperson of the VFF Central Committee for the 10th tenure.
Accordingly, the personnel recommended for consultation to hold the position of Chairperson of the VFF Central Committee for the 2024-2029 term is Ms. Bui Thi Minh Hoai, a member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, and Central Mass Organizations.
After discussion and feedback on the proposal, the conference proceeded with the consultation to supplement and replace personnel as per the Presidium’s proposal. The result showed a very high consensus among delegates to elect Ms. Bui Thi Minh Hoai to join the Central Committee, the Presidium, the Standing Committee, and hold the position of Chairperson of the VFF Central Committee for the 2024-2029 term.
“Notably, this is the first time in the 95-year history that the VFF Central Committee has a female chairperson,” said Vice Chairwoman Nguyen Thi Thu Ha.
Ms. Bui Thi Minh Hoai succeeds Mr. Do Van Chien, who has been reassigned by the Politburo to join the Executive Committee, the Standing Committee, and hold the position of Standing Deputy Secretary of the National Assembly Party Committee.

Ms. Bui Thi Minh Hoai was born in 1965, hailing from Ninh Binh province; she holds a master’s degree and a bachelor’s degree in Law. She is a member of the 13th Politburo, Secretary of the 13th Party Central Committee, and a member of the Party Central Committee for the 10th (alternate), 11th, 12th, and 13th terms; she is also a National Assembly deputy for the 15th term.
Ms. Hoai has many years of experience working in the former Ha Nam province.
From March 2009 to March 2011, she served as the Standing Vice President of the Central Committee of the Vietnam Farmers’ Union.
From March 2011 to January 2021, she held the position of Deputy Head and then Standing Deputy Head of the Central Inspection Commission.
At the first conference of the 13th Party Central Committee (February 2021), Ms. Bui Thi Minh Hoai was elected to the Secretariat. Two months later, she assumed the position of Head of the Central Committee for Mass Mobilization.
In May 2024, at the 9th Central Conference of the 13th Party term, Ms. Bui Thi Minh Hoai was elected to the Politburo.
By July 2024, she was assigned by the Politburo to serve as Secretary of the Hanoi Party Committee and was re-elected to this position until early November.
On November 4th, the Politburo decided to relieve Ms. Bui Thi Minh Hoai from her roles in the Executive Committee, the Standing Committee, and as Secretary of the Hanoi Party Committee; simultaneously, she was assigned to join the 13th Secretariat, the Executive Committee, the Standing Committee, and hold the position of Secretary of the Party Committee of the Fatherland Front and Central Mass Organizations.

Centralized Personnel Unification Introduces Participants to the Political Bureau and Secretariat of the 14th Term
After two days of deliberations, the Central Executive Committee has finalized several critical decisions. These include determining the number of members for the Politburo and the Secretariat of the 14th tenure, agreeing on the nominees for these positions, addressing key personnel matters at the highest levels of the Party and State, and outlining the preparatory steps for the 14th National Party Congress.
Nguyễn Duy Ngọc Appointed as Secretary of the Hanoi Party Committee
The Politburo has appointed Mr. Nguyen Duy Ngoc, a member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Inspection Commission, as the Secretary of the Hanoi Party Committee for the 2025-2030 term.
Politburo Directive: 100% Provincial Governors, Chief Judges to be Non-Locals
The Politburo and the Secretariat have mandated the implementation of a policy to ensure that 100% of key positions, including Chairpersons of Provincial People’s Committees, Heads of Inspection Commissions, and Chief Judges of Provincial People’s Courts, are held by individuals who are not native to the respective localities. This initiative must be fully executed by December 15, 2025.
Early Job Position Identification, Staffing Quota Determination, and Implementation of the New Wage Policy
The Presidium of the Central Committee of the Vietnamese Fatherland Front proposes expediting the finalization of job positions and corresponding staffing levels to facilitate the implementation of the new wage policy. Special emphasis should be placed on training, development, and standardization (in terms of qualifications, competencies, and responsibilities) of the commune-level cadre and civil servant workforce.
