The 14th Plenary Session of the 13th Central Committee of the Communist Party of Vietnam concluded all its scheduled agenda and closed this morning (November 6).
In his closing remarks, on behalf of the Politburo and the Secretariat, General Secretary To Lam expressed gratitude to the Central Committee members for their dedicated, passionate, candid, and honest work, embodying the revolutionary spirit of attack and the high responsibility of Central Committee members.
The General Secretary also outlined the key outcomes and upcoming tasks leading up to the 15th Plenary Session and the 14th National Congress of the Party.
Continuing to Review and Finalize Personnel Plans
The Central Committee democratically and thoroughly discussed, with high consensus, the personnel nominations for the 14th Politburo and Secretariat. The Central Committee tasked the Politburo and the 14th Congress Personnel Subcommittee with further reviewing and finalizing the personnel plans in accordance with the 13th Central Committee’s personnel guidelines and established procedures. These plans will be submitted for approval at the upcoming 15th Plenary Session.
The Central Committee unanimously approved the draft agenda, working regulations, and election rules for the 14th National Congress, as well as the report on Congress preparation. The Central Committee instructed the Politburo to incorporate feedback and further refine the drafts for submission to the 14th National Congress.
Secondly, the Central Committee reviewed and provided feedback on the self-assessment reports of the 13th Central Committee’s leadership and guidance, the implementation of working regulations for the 13th Central Committee, Politburo, and Secretariat, the summary report on the Central Inspection Commission’s working regulations, and the report on key decisions made by the Politburo since the 13th Plenary Session.
The Central Committee directed the Politburo to study and incorporate feedback, finalize the summary reports, and hand them over to the 14th Central Committee and Central Inspection Commission for consideration and amendments to the working regulations for the next term.
Thirdly, the Central Committee tasked the Politburo with directing the Document Subcommittee and relevant agencies to incorporate feedback from political organizations and the public to further refine the draft documents. Urgent and meticulous efforts are required to compile and address feedback, ensuring the drafts are ready for the 15th Plenary Session and the 14th National Congress.

A United, Exemplary, Resilient, and Intelligent Collective
Fourthly, the 14th Plenary Session highly agreed with the self-assessment of the 13th Central Committee’s leadership and guidance, recognizing that despite numerous challenges, rapid domestic and international developments, unforeseen issues, natural disasters, and pandemics, the Central Committee, Politburo, Secretariat, and key leaders demonstrated unity, resilience, intelligence, and unwavering commitment to the Party’s principles. They made timely and appropriate decisions, addressing critical economic, social, defense, security, foreign affairs, Party building, and political system issues.
The comprehensive and synchronized implementation of the 13th National Congress Resolution achieved significant, breakthrough results, laying the foundation for future terms. The Politburo’s Resolution 18 on streamlining the political system’s organizational structure was completed five years ahead of schedule, marking a pivotal moment in implementing Party resolutions in the new context.
Efforts continued to address institutional bottlenecks, improve policies, and resolve long-standing limitations. Macroeconomic stability was maintained, inflation was controlled, foreign direct investment increased, and the business environment improved. The growth model shifted positively, strategic breakthroughs were effectively implemented, and people’s living standards significantly improved.
National sovereignty and interests were safeguarded, contributing to regional and global peace and development. The Party’s and nation’s international standing was enhanced, earning the trust and high regard of Party members and the public.
The Politburo issued seven strategic resolutions (57, 59, 66, 68, 70, 71, 72), providing a crucial political and legal foundation for achieving double-digit economic growth and the centennial goals.
However, the 13th Central Committee’s leadership faced limitations, including slow implementation of certain Party resolutions, inadequate management of economic, social, security, and environmental issues, delays in key projects, and challenges in public service delivery and discipline.
General Secretary To Lam attributed these shortcomings to both objective and subjective factors, primarily the latter. Leadership methods in some areas lacked focus, decisiveness, and creativity, and accountability needed strengthening.

Creating Development Opportunities in the New Era
Fifthly, General Secretary To Lam highlighted the most significant breakthrough in implementing Resolution 18: establishing a two-tier local government model and reorganizing provincial and communal administrative boundaries, creating new development opportunities for the nation.
The three-tier government model, operational for four months, has shown promising results, enhancing creativity, efficiency, and public service. Citizens and businesses are experiencing more tangible benefits, and social vibrancy has increased.
To sustain this momentum, General Secretary To Lam urged local authorities, especially Central Committee members, to support the two-tier model’s effectiveness, focusing on peace, sustainable development, and improved living standards.
Key priorities include: ensuring the two-tier model’s efficiency, clarifying authority across tiers, implementing post-checks, internal audits, and performance-based budgeting. Mandatory training, digital one-stop services, and shared data systems are essential. The principles of local decision-making, accountability, and public service must be upheld.
Sixthly, with 2025 nearing its end and the 14th National Congress approaching, General Secretary To Lam emphasized the urgency of completing tasks amid natural disasters.
He urged Central Committee members to fulfill their responsibilities, ensure the 13th National Congress goals are met, and implement the 14th Plenary Session’s conclusions for the 14th National Congress’s success.
Addressing recent natural disasters, General Secretary To Lam stressed prioritizing people’s safety and property, with ministries like Defense, Public Security, and Finance supporting affected areas.
Strategic Leadership Appointments: Introducing Candidates for the Politburo and Secretariat of the 14th Term
At this Conference, the Central Executive Committee will deliberate on the number of Politburo members and Secretariat members for the 14th National Party Congress term, and will select personnel to be nominated for the Politburo and Secretariat of the 14th term. This is an exceptionally critical task, the core of the core, as all matters are ultimately determined by the people involved.
Politburo Directive: 100% Provincial Governors, Chief Judges to be Non-Locals
The Politburo and the Secretariat have mandated the implementation of a policy to ensure that 100% of key positions, including Chairpersons of Provincial People’s Committees, Heads of Inspection Commissions, and Chief Judges of Provincial People’s Courts, are held by individuals who are not native to the respective localities. This initiative must be fully executed by December 15, 2025.
