Adjustments to the $3.5 Billion Rail Line Connecting Vietnam’s Two Major Airports
Deputy Prime Minister Tran Hong Ha recently signed Decision No. 2404/QĐ-TTg, approving adjustments to the Railway Network Plan for the 2021-2030 period, with a vision to 2050. Notably, the adjustments exclude the Thu Thiem – Long Thanh route from the national railway plan and reclassify it as an urban railway line.
According to Ho Chi Minh City’s 2021-2030 Development Plan and the adjusted Master Plan to 2040, with a vision to 2060, the city will have four railway lines connecting Tan Son Nhat and Long Thanh airports. These include metro lines 2, 4, and 6, along with the Thu Thiem – Long Thanh national railway line.
Thus, the Thu Thiem – Long Thanh route is no longer classified as a national railway but is now planned as a key metro line in the Southern region, tasked with connecting the two major airports, Tan Son Nhat and Long Thanh.
The project is proposed to be built as a Rapid Rail Transit (RRT/MRT) system with a 1,435mm gauge, double tracks, and a maximum speed of 120 km/h. It will include 20 stations, serving both urban and suburban passengers from Ho Chi Minh City, Dong Nai, and Long Thanh Airport. The total investment is estimated at approximately $3.5 billion.
Previously, in March 2025, one of the requirements in Directive No. 05/CT-TTg issued by the Prime Minister to ministries, agencies, and localities was to study and immediately construct an underground railway or rail line connecting Long Thanh Airport to Tan Son Nhat.

The T3 terminal at Tan Son Nhat Airport was inaugurated on April 30, 2025, marking the 50th anniversary of the country’s reunification, a significant milestone in the development of Tan Son Nhat International Airport.
Construction of the T3 terminal began in December 2022, with three main components: the passenger terminal, a multi-story car park with non-aviation services, and an elevated bridge system in front of the terminal. The total investment is 10.99 trillion VND.
The T3 terminal can handle 20 million passengers annually. It features one basement level and four above-ground levels, with a total floor area of 112,500 m². The terminal connects to the apron via 26 boarding gates (13 jet bridges and 13 bus gates) and includes 6 departure baggage islands and 10 arrival baggage reclaim islands.
