Metro Line 3: Hanoi – Hoang Mai Section to Commence Construction by Early 2027 with $1.7 Billion Investment

The Hanoi City leadership has mandated that the expansion and extension project of the urban railway line No. 3.2, spanning from Hanoi Station to Hoang Mai, must commence construction no later than early 2027.

On the afternoon of November 5th, Mr. Dương Đức Tuấn, Member of the Standing Committee of the City Party Committee and Standing Vice Chairman of the Hanoi People’s Committee, held a meeting with the Asian Development Bank (ADB), the French Development Agency (AFD), and the European Union Delegation to Vietnam. The discussion focused on the expansion and extension of the Hanoi Metro Line 3.2, specifically the section from Hanoi Station to Hoàng Mai, as reported by Hanoi Radio and Television.

The preliminary total investment for the project is estimated at USD 1.752 billion, with approximately 72% funded by ODA loans. The project, initiated in 2019, is currently in the phase of selecting consultants for tender packages, preparing a feasibility study report, and conducting an environmental impact assessment.

During the meeting, the Hanoi Urban Railway Management Board requested the donors to confirm their commitment to providing ODA and preferential loans. They also urged the streamlining of procedures for loan agreements and fund disbursement. Additionally, the board proposed a unified environmental and social policy framework for land clearance, compensation, support, and resettlement.

Standing Vice Chairman Dương Đức Tuấn noted that the utilization of ODA funds and the progress of Line 3.2 have been slower than expected. The National Assembly has issued Resolution 188, outlining special mechanisms and policies for urban railway development in Hanoi and Ho Chi Minh City.

To expedite the Line 3.2 project, city leaders have called for shortened procedures, the application of new mechanisms, and a target to commence construction by early 2027 at the latest. Regarding the project’s investment structure, Hanoi is prepared to commit to a 50/50 capital ratio.

According to Hanoi’s proposal, the 8.7 km Metro Line 3.2 (Section 3.2) from Hanoi Station to Hoàng Mai will run entirely underground along Trần Hưng Đạo – Trần Thánh Tông – Kim Ngưu – Tam Trinh.

Metro Line 3 spans approximately 8.7 km.

The project includes twin tunnels running parallel, passing through the intersections of Ô Đống Mác (Ring Road 1) and Mai Động (Ring Road 2), and ending beyond Ring Road 3. The line features seven underground stations: Hàng Bài, Trần Thánh Tông, Kim Ngưu, Mai Động, Tân Mai, Tam Trinh, and Yên Sở, along with a train depot near the Yên Sở pumping station.

The total investment is projected at VND 40,570 billion (USD 1.752 billion), with ADB contributing USD 801 million, KfW USD 258 million, AFD USD 198 million, and counterpart funds amounting to USD 494 million. The project is scheduled for completion by 2029.

The Hanoi Station – Hoàng Mai section is part of Hanoi’s Metro Line 3. The 26 km Line 3, connecting Nhổn, Hanoi Station, and Hoàng Mai, includes the Nhổn – Cầu Giấy elevated segment, which is already operational. The Cầu Giấy – Hanoi Station section is expected to open in 2027.

The operation of Line 3.2 from Hanoi Station to Hoàng Mai will establish the Nhổn – Hanoi Station – Hoàng Mai urban railway axis, attracting a significant number of passengers. This will meet the East-West travel demands in Hanoi and alleviate inner-city congestion.
