Residents are exploiting these essential infrastructure sites for personal business ventures, creating a critical safety hazard that demands immediate attention.

Despite warning signs such as “Danger: High Voltage, Keep Away” or “Electrical Area: No Vendors, No Parking, No Trash Dumping, No Construction Materials,” encroachment on electrical infrastructure is rampant along Bach Dang Street (Hong Ha Ward, Hanoi).

Notably, many residents have constructed buildings completely enclosing electrical poles.

Enclosing electrical poles in buildings forces utility workers to rely on ladders placed across neighboring rooftops for maintenance and meter inspections.

According to Decree No. 14/2014/NĐ-CP, the safety clearance around unfenced electrical stations is 2 meters for voltages up to 22kV and 3 meters for 35kV. All commercial activities in close proximity to electrical stations, poles, or substations violate safety regulations.

To ensure public safety and reliable power supply for Hanoi, EVNHANOI urges residents to avoid using electrical poles or stations for commercial purposes and to refrain from burning incense, paper money, or trash near electrical infrastructure.

A former leader of Bach Dang Ward attributed the issue to the narrow streets lacking sidewalks, stating that these structures have existed for a long time.

A representative of Hong Ha Ward stated that they will inspect and review all structures enclosing electrical poles as reported by Tien Phong newspaper.
