During the review process, Hoang Thanh Tung, Chairman of the National Assembly’s Committee on Legal and Judicial Affairs, stated that the majority of the committee’s opinions agreed with the amended provision. This provision delegates the task of overseeing the assets and income of Party members who are officials under the management of the same-level Party committee to the Inspection Committee of the directly superior Party committee.
Some committee members also suggested that the draft law should not specify the functions and tasks of Party agencies. Instead, determining which Party agency has the authority to oversee the assets and income of Party members should be within the Party’s own jurisdiction.
The Chairman also mentioned that the Committee supports the draft law’s provision regarding the authority of the National Assembly Office in overseeing the assets and income of civil servants working at the National Assembly Office and specialized units under the Council for Ethnic Affairs and other National Assembly committees.
Regarding the amended provision that expands the scope of individuals required to declare assets and income in state-owned enterprises from “enterprises with 100% state-owned capital” to “enterprises with more than 50% state-owned capital or total voting shares,” the committee’s opinions supported this expansion. This aims to enhance anti-corruption efforts and prevent the omission of a group of individuals appointed by the state to participate in managing and operating enterprises.
However, the reviewing agency suggested that the government provide detailed guidance on asset and income declarations for foreign individuals. Additionally, some opinions recommended careful consideration, as this expansion might raise concerns among investors and pose challenges in controlling the assets of foreign individuals and declarants from non-state sectors.
For the content related to assets and income subject to declaration and additional declaration of asset changes, the Committee agreed to adjust the declaration threshold from 50 million VND to 150 million VND for precious metals, gemstones, cash, securities, and other assets. The threshold for asset changes requiring declaration within a year was also raised from 300 million VND to 1 billion VND to align with current realities.
The reviewing agency recommended focusing on controlling the declaration of large, valuable assets while reducing unnecessary administrative procedures.
Previously, Inspector General Doan Hong Phong presented the Proposal for the Draft Law Amending and Supplementing Certain Articles of the Anti-Corruption Law.
According to the proposal, after more than six years of implementing the Anti-Corruption Law, several issues have arisen, such as delays in institutionalizing certain anti-corruption policies, a lack of synchronization in mechanisms and policies, and incomplete regulations on asset and income declarations.
Therefore, the draft law proposes amendments and supplements to improve policies on anti-corruption preventive measures, including evaluations of anti-corruption efforts, asset and income control agencies, asset and income declarations, and asset and income verification.
Proposed Increase in Asset Declaration Threshold from 50 Million to 150 Million

Additionally, the draft law suggests increasing the supplementary declaration requirement for asset and income fluctuations within a year from 300 million to 1 billion VND.
