The Ha Long Xanh Complex Urban Area project boasts a total investment of over VND 456.6 trillion (approximately USD 18 billion), spanning an area of 4,100 hectares. This includes nearly 1,000 hectares in Tuan Chau Ward and over 3,100 hectares in Ha An Ward.
The project impacts 3,388 households and organizations across the two wards, requiring land clearance. To date, 1,474 households have received compensation and handed over their land, while 26 households are eligible for resettlement. The remaining cases are being processed by Tuan Chau and Ha An Wards to finalize compensation plans and documentation.

To accelerate project progress, local authorities in Tuan Chau and Ha An Wards, along with relevant departments, are actively collaborating with the developer, Vingroup, to address challenges and expedite land clearance, compensation, and infrastructure development, as reported by Quang Ninh News.
Deputy Chairman of the Provincial People’s Committee, Le Van Anh, urged all departments and wards to prioritize land clearance, prevent reoccupation, and avoid delays in infrastructure deployment.
Vingroup is required to promptly fulfill its financial obligations regarding land use fees and leases for the allocated areas. The company must also coordinate with the Department of Agriculture and Environment to receive and manage the land, preventing idleness and reoccupation.
Tuan Chau Ward is tasked with reviewing the remaining land areas, expediting compensation plan approvals, and completing documentation. Ha An Ward must finalize land records, usage certifications, and detailed land clearance schedules, while proactively resolving issues and organizing inter-departmental meetings to address emerging challenges.
The Department of Agriculture and Environment will oversee the land clearance progress, regularly monitor, and report to the Provincial People’s Committee, recommending strict actions against delays or negligence.
