In attendance were Deputy Prime Minister Nguyen Chi Dung, Dutch Ambassador to Vietnam Kees van Baar, Southeast Asia Semiconductor Association Chairwoman Linda Tan, leaders from various ministries and central agencies, and executives from Vietnamese technology and semiconductor companies. Notably, 32 leaders from associations and businesses represented 3,700 global semiconductor industry enterprises.

SEMI is a global leader in connecting the semiconductor industry, fostering innovation, standardization, and workforce development.
The 2025 SEMI Expo Vietnam, held from November 7-8 at the National Exhibition Center, attracted 5,000 delegates, 300 international companies, and 200 booths from leading semiconductor technology firms, featuring diverse and enriching activities.
Welcoming SEMI delegates to Vietnam, Prime Minister Pham Minh Chinh shared Vietnam’s 100-year goals: achieving upper-middle-income status with modern industry by 2030 and high-income developed nation status by 2045.
To realize these goals, Vietnam must pursue rapid, sustainable growth; transition to green, digital, circular, knowledge-based, and sharing economies; and leverage science, technology, innovation, and digital transformation, including semiconductor industry development.
In 2025, Vietnam aims for 8% growth, with double-digit growth in subsequent years.
Alongside domestic efforts, Vietnam seeks international support in finance, workforce training, technology transfer, and governance expertise, particularly in semiconductor development.
Dutch Ambassador Kees van Baar, Southeast Asia Semiconductor Association Chairwoman Linda Tan, and international semiconductor representatives praised Vietnam’s socio-economic achievements, especially its science and technology-driven strategies, aligning with global trends and SEMI’s vision. They expressed confidence in Vietnam’s semiconductor policies.
Delegates highlighted challenges Vietnam must address to achieve its semiconductor goals, such as institutional refinement, administrative reforms, English adoption, SME inclusion, clean energy infrastructure, and synchronized development across research, testing, production, packaging, and AI.
Expressing continued investment interest, delegates urged Vietnam to prioritize initiatives, establish a Vietnam Semiconductor Association, and foster global connectivity to position Vietnam as a regional and global semiconductor hub.
Thanking delegates for their cooperation, Prime Minister Pham Minh Chinh acknowledged their valuable contributions and proposals for Vietnam’s semiconductor growth.
He emphasized Vietnam’s commitment to rapid, sustainable development; green, digital, circular, and creative economies; and technological self-reliance, particularly in strategic sectors like semiconductors.

Vietnam has launched the Semiconductor Industry Development Strategy 2030, the Semiconductor Workforce Development Program 2030, and identified 11 strategic technologies, including semiconductors. Vietnam aims to establish its first chip production facility by next year.
Emphasizing unity, cooperation, and dialogue, Prime Minister Chinh urged SEMI and global semiconductor firms to invest in Vietnam, proposing mutually beneficial policies, ecosystem development, R&D centers, comprehensive industry growth, high-quality workforce training, and SME integration into the global value chain.
Addressing delegate concerns, he pledged institutional reforms, infrastructure development, governance enhancements, administrative simplification, and value chain creation for effective investment.
