The Vietnamese government has issued Decree 282/2025/NĐ-CP, outlining administrative penalties for violations in security, social order, crime prevention, and domestic violence. Notably, fines for offenses related to citizen identification cards (CCCD) have been significantly increased compared to Decree 144/2021/NĐ-CP.

Double the Fine for Non-Compliance with ID Card Regulations

According to Article 11 of Decree 282/2025, individuals who fail to present their ID card, electronic ID, or identification certificate upon request will face a warning or a fine ranging from 500,000 to 1,000,000 VND.

Additionally, failing to follow procedures for issuing, replacing, or reissuing ID cards, or not returning ID cards to authorized agencies (e.g., during detention, imprisonment, or enrollment in reform schools) falls under the same penalty bracket. This fine is double the previous amount (300,000–500,000 VND as per Decree 144/2021/NĐ-CP).

The new decree imposes a fine of 2 to 4 million VND for the following actions:

These acts are considered to directly compromise personal data security and identity management, necessitating strict penalties to deter identity fraud.

For forging data or using false information to obtain an ID card or identification certificate, offenders will be fined 4 to 8 million VND. This penalty is double the previous amount, reflecting tighter control over citizen data management, especially with the transition to electronic IDs integrated with VNeID.

Pawning or Using Fake ID Cards Can Result in a 10 Million VND Fine

A key highlight of Decree 282/2025 is the maximum fine of 10 million VND for the following offenses:

Previously, these offenses were fined 4–6 million VND. The doubled penalty aims to deter the pawning of personal identification documents, a practice prevalent in pawnshops and illegal lending operations.

The increased penalties in Decree 282/2025 not only aim to prevent administrative violations but also to ensure the integrity and security of citizen identity data in the digital age, where electronic ID cards and personal identification codes are crucial legal authentication tools.

Experts believe the new regulations will enhance legal compliance and strengthen state management of security, high-tech crime prevention, and identity fraud.
