Hanoi Halts Plan to Divert Red River Water to To Lich River Along Vo Chi Cong Route

Hanoi has halted its study on diverting water from the Red River to replenish the To Lich River via the Vo Chi Cong route. The new project will instead channel water from the Thuy Phuong pumping station to Pham Van Dong (through the existing Thuy Phuong canal), the Tay Ho Tay urban area, Ring Road 2.5, Hoang Quoc Viet Street, and finally into the To Lich River, spanning approximately 7 kilometers.

The Hanoi People’s Committee Office has announced the conclusions of Vice Chairman Duong Duc Tuan from a meeting regarding the implementation of drainage projects, the water replenishment plan for the To Lich River, and the investment in constructing regulatory lakes as per the planning.

Accordingly, the city’s leadership has agreed to halt the study of drawing water from the Red River to replenish the To Lich River via the Vo Chi Cong road route. Instead, they will proceed with a new plan proposed by the Department of Construction and the Project Management Unit for Infrastructure and Agricultural Technical Works.

The new project will route water from the Thuy Phuong pumping station to Pham Van Dong (through the existing Thuy Phuong canal), the Tay Ho Tay urban area, the 2.5 Ring Road, Hoang Quoc Viet Street, and finally to the To Lich River. The total length will be approximately 7 kilometers, with about 3 kilometers running through an open canal and 4 kilometers through existing pipelines.

The pipeline plan along Vo Chi Cong Road from the Red River will be discontinued.

The project will thoroughly study elevation levels and water quality to ensure stable replenishment for the To Lich River, maintaining continuous flow, enhancing the landscape along the Thuy Phuong canal, and keeping the river’s water level at 4-4.5 meters.

Additionally, authorities will continue to review and address intersection points, ensuring connectivity with the Nhue Left Bank drainage project, the wastewater collection system for the West Nhue Wastewater Treatment Plant, the existing Nguyen Hoang Ton open canal, and various regulatory lakes.

This new project aims to create a multi-functional canal while integrating urban landscape design along the Thuy Phuong canal post-renovation. It will be incorporated into the technical infrastructure planning and the H2-1 urban area zoning plan, ensuring seamless coordination with the ongoing To Lich River park renovation and redevelopment project.

Furthermore, the project will support drainage and reduce flooding in areas such as Ecohome, Resco, Vo Chi Cong, Nam Thang Long, and connect with regulatory lakes in Hoa Binh Park and Huu Nghi Park.

Simultaneously, the project will add outlets to the Nhue and To Lich Rivers, eventually replenishing the Lu and Set Rivers and supporting irrigation for existing agricultural areas.

The Hanoi People’s Committee has tasked the Hanoi Department of Construction with leading the review, providing recommendations, and reporting to the city for the urgent construction order of the Thuy Phuong Canal Renovation Project. This project will both replenish the To Lich River and study further dredging to clean the riverbed and increase water storage capacity during the rainy season.
